Oxfordshire has big ambitions for climate action and is looking for a Head of Strategic Planning to lead the planning service of the County Council and turn these big ambitions into reality.

This is an exciting and high profile role for an experienced planning professional to join the new Environment, Planning and Climate Change service and re-shape the County Council planning function across statutory and non-statutory planning teams. Working directly to the Director of Planning, Environment and Climate Change the Head of Strategic Planning, you will have responsibility for circa £1.5million of revenue budget and overall responsibility for approximately 35 staff across the planning service.

About the role

As Head of Strategic Planning, you will be part of the Directorate Leadership Team within Environment and Place and will help us deliver our aim of making Oxfordshire a greener, fairer and healthier county. This includes, in particular:

Putting actions to address the climate emergency at the heart of all our work;

  • Tackling inequalities;
  • Prioritsing the health and wellbeing of residents;
  • Preserving and improving access to nature and green spaces;
  • Investing in an inclusive, integrated and sustainable transport network;
  • Working with local businesses and partners for environmental, economic and social benefit.

The purpose of the role is to:

  • Lead the Council’s Planning services and be responsible for decision-making on all aspects of County planning including minerals and waste policy, development management and strategic infrastructure planning across Oxfordshire. Promote and advance planning and development in line with Oxfordshire County Council’s Corporate Plan and the Oxfordshire Minerals and Waste Local Plan. Work with internal and external partners to advance the effective spatial planning of Oxfordshire and the wider region. Lead and promote innovation, efficiency, and continuous improvement in service delivery. Ensure customer focus is at the heart of service delivery.
