About the role

Working on the continued development of our major projects to the east of Exeter including the new town of Cranbrook and residential development at Mosshayne and commercial sites at SkyPark, Science Park and Logistics Park, you’ll play an integral part in helping us achieve the delivery of these crucial sites that will eventually be home to around 30,000 people and provide thousands of jobs.

In this interesting and varied role, you will be part of a dedicated team to process the mainly major planning applications required to secure the delivery of the next phases of Cranbrook and these crucial employment and housing sites.  You will undertake site inspections, negotiations with applicants & agents and provide written reasoned justifications and recommendations for consideration by the Development Management Committee. You will also negotiate and organise legal agreements and monitor the progress of planning applications, including preparing and presenting the Council’s case in connection with appeals.   In addition, you will also investigate breaches or alleged breaches of planning control and initiate enforcement procedures as appropriate.

In this crucial growth corridor we are creating entire new communities and by necessity this requires an approach of ‘beyond planning’. To that end, you will also be involved in discussions regarding the needs of the community and the delivery of the infrastructure necessary to meet those needs. This will be with a range of stakeholders, including the NHS and the respective Town and Parish Councils who are important custodians for the future.

About you

Along with a degree in Planning (or equivalent qualification), you’ll be a corporate member of the RTPI and have significant post-qualification experience in development management. You should have a good knowledge of the planning system, excellent organisational and time management skills, and attention to detail.  Good written and verbal communication skills will enable you to negotiate and influence with tact and diplomacy.

You’ll also need a driving licence and be able to travel as required (reasonable adjustments may be possible according to the Equality Act).

About us

In return, you will be part of a Platinum Investors in People (IiP) organisation which works together with local people to create great value services and an outstanding community, economy and environment in which people want to live, work, visit and enjoy now, and for future generations.  And with our wide range of health and wellbeing benefits, our highly flexible and collaborative hybrid Worksmart working arrangements as well as our commitment to continuous learning and development, you can be confident of joining a dedicated community of colleagues who are Happy, Healthy and Here.

Company

East Devon is one of eight Devon districts and in population terms is the largest in the county. Our district is set in a particularly attractive part of Devon in which to live and work. The coastline forms part of England’s first World Heritage Site designated for its natural environment. There are two Areas of Outstanding Natural Beauty and within the district generally, there are extensive leisure opportunities and sports facilities.

East Devon District Council has an area of 81,477 hectares that borders Exeter, Somerset and Dorset and comprises the area between the River Exe and outskirts of Exeter to the west, and Somerset and Dorset to the east. Our larger coastal resorts are Exmouth, Budleigh Salterton, Sidmouth and Seaton and the major towns in the mainly rural inland area are Honiton, Ottery St Mary, Colyton and Axminster.

However, coast and countryside aren't our only attractions. We’ve been at the forefront of exciting new developments in the district, as part of the Exeter and East Devon Growth Point which includes the new town of Cranbrook (East Devon’s newest town since the Middle Ages), the Science Park, SkyPark Business Park, E.ON Energy Centre and an Exeter Gateway Freight Terminal. These help support the delivery of 20,000 new homes and over 26,000 jobs within the district up to 2026.

And at the heart of everything we do is a need to ensure that our beautiful district is protected and sustained. Our vision is to become a carbon neutral council by 2040, working within a low carbon economy and lifestyle. This will be reflected in our travel, homes, businesses, visitor experiences and communities, as well as how we work as a council.
