Job summary and responsibilities

It is an exciting time to be joining the Economic Growth team at Essex County Council. We believe that our local infrastructure is fundamental to achieving this vision and as the Principal Planning Officer for Economic Infrastructure, you will have the chance to take ownership and support delivery of our new Sustainable Growth Delivery Plan, working with important and influential partners to provide a framework for developing business growth in the area.

In this role, you will be working as part of a small team to support the delivery of things we need to support our economic growth. This will include road, rail, land and digital connectivity where it is directly linked to growth in our opportunity businesses. Further ensuring economic success, you will develop both new and established partnerships with business, districts, boroughs and the LEP and will work closely with our reputable Higher Education and Further Education institutions. As an ambassador for the county, you will also promote both the locational economic advantages of Essex, in order to appeal to new businesses, residents and communities.

You will work flexibly with ECC’s Planning team to develop understanding of key sector and economic infrastructure requirements and steer planning policy, masterplans and applications to improve the quality of business accommodation across Essex. You will also work with ECC’s Marketing Essex function to support the delivery of strategic employment sites by the private sector. With a range of project management, analytical and delivery focused skills and a working knowledge of the strengths and weaknesses of the Essex economy you will be solution focused in order to deliver interventions which have a positive and tangible effect on the economy. You will be able to bring to the table significant experience in planning policy and development management for economic development projects. You will also be able to engage with professionals of all levels, represent the Council at meetings, as well as show a talent for forming important partnerships and networks, ensuring the successful delivery of the growth strategy.

If you have experience identifying barriers to delivery such as viability and developing / monitoring phasing and delivery plans from an economic growth perspective, then we would be very keen to meet you.

Knowledge, skills and experience

  • Educated to degree level and/or appropriate professional qualification relevant to the field of planning or equivalent by experience.
  • Evidence of continuing professional development and expert knowledge in relevant professional area.
  • Proven experience of economic development.
  • Demonstrate evidence of working effectively with a wide range of internal and external stakeholders, successfully influencing partners and ensuring good relationship management.
  • Proven track record of effective management of multi-disciplinary and complex projects.
  • Ability to provide robust written and verbal communications on proposed courses of action to senior leaders.
