Senior Planning Enforcement Officer (permitted sites)

Salary: £34,866 - £41,011 per annum

Contract Type: Permanent Full Time

Working Hours: 37 hours per week

Location: Invicta House, Maidstone, Kent

We currently have an exciting opportunity for a Senior Planning Enforcement Officer (permitted sites) to join the Planning Applications Group to lead for the monitoring and enforcement of permitted mineral and waste management developments.

You will contribute to the delivery of sustainable development across Kent by monitoring, investigating, and addressing alleged breaches of planning control at sites that have a conditional planning permission. Your focus will be on investigating and responding to complaints and alleged breaches arising from permitted mineral and waste and county council development and in pursuing appropriate enforcement responses and solutions including informal and formal actions in relation to breaches of planning control.  You will research, prepare and present factual evidence for enforcement actions on behalf of the County Council.

With an emphasis on sites that have planning permission for development, you will have proven demonstrable experience of planning permission monitoring and enforcement work including dealing with complaints and allegations, site visits, monitoring and preparing, serving and defending Planning Contravention Notices, Breach of Condition Notices and Enforcement Notices and including gathering and presenting of evidence for the legal process. Your experience should be in a local government setting and your experience may include some mineral and waste management development.

You will have excellent communication skills and well-developed negotiation; diplomacy and inter-personal skills and you will be able to gather and present evidence.  You will visit and inspect sites where the physical environment may present challenges such as uneven ground surfaces in a range of weather conditions, including at construction, quarry, landfill and waste sites. Driving is intrinsic to much of the work and therefore a full UK Driving Licence is required - The Council is committed to making reasonable adjustments so whilst this job requires the jobholder to drive your application will still be considered if you are unable to drive due to a disability.

This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements.
