Post Ref: P1379

St Albans is a unique English Cathedral City with a colourful history which can be seen in the Roman remains and variety of beautiful architecture, heritage sites and conservation areas.  Set within Green Belt, off the M25, A1M and M1, the District includes a cathedral, historic city centre, market town and charming villages. Our refurbished offices are in the city centre near to the Thameslink station (London St Pancras 20 minutes and Luton Parkway 11 minutes), shops and restaurants. In short, it is a great place to live and work.

St Albans District Council has recently moved into a new operating model based on three Directorates which marks a pivotal point in our Building our Future transformation programme, fitting in with our values/behaviours and our drive to become an adaptive council.

We are looking for a highly skilled, customer focused, strategic, forward-thinking planner to oversee our large, busy Development Management and Enforcement Teams. Applicants should have management experience, including budgetary control and project management, and previous expertise of handling strategic developments.

We are one of the busiest District Planning Authorities in the country, dealing with over 3,500 planning applications a year. With a draft Local Plan identifying major development in the Green Belt, an Enviro-Tech Enterprise Zone and plans to redevelop the city centre, it’s an exciting time to join us.

We are looking for a candidate who will engage positively with elected members, stakeholders, customers and residents. You will manage the team in the consideration and negotiation of complex planning applications to facilitate the implementation of the Local Plan. You will also provide professional expertise for Committees, Planning Appeals and Enforcement cases. This includes making delegated decisions, engaging with colleagues, Councillors and other stakeholders to ensure the right planning outcome.

You must have Chartered membership of the RTPI and also have considerable experience in the field. Excellent negotiation skills and a flexible approach to work are essential.

This post is subject to a Basic Disclosure Check and is Politically Restricted

In addition to working within a great team and a comprehensive salary you will have access to:

  • Up to 32.5 days annual leave + bank holidays
  • Local Government Pension Scheme with current employer contribution up to 18.5% employer contributions
  • Flexible working options (e.g. hybrid and flexitime)
  • Staff Parking Permit
  • Reimbursement of professional fees
  • Comprehensive management development and training to support career development
  • Discounted membership at selected local sports and fitness centres
  • Leisure and travel discounts

For an informal discussion about the role please contact Linda Middleton, Transformation Manager, on (01727) 819401.  For full details visit our website here.

Interviews are scheduled for w/c: 6th June 2022.

ST ALBANS CITY & DISTRICT COUNCIL

About Us

St Albans City and District is an historic area incorporating the cathedral city of St Albans, a largely residential town of Harpenden and several attractive villages set in a predominantly agricultural landscape covering an area of 63 square miles, with a population of approximately 129,000. With a variety of leisure facilities, plenty of green spaces and easy access to London and the M25, it is a great place to live and work.

Our approach is positive and entrepreneurial. We take great pride in our place and supporting the people that make up our thriving community. We know our residents, visitors and businesses share this pride. That’s why we want to make sure our vibrant city, towns and villages continue to be a great place to live, work and visit.

Great Place To Work

We're an award-winning council serving around 147,000 people and one of the biggest employers in the district. We work hard to be at the forefront of new thinking locally, regionally and nationally.
