DEVELOPMENT MANAGEMENT

Pride in our Borough: A Borough that works for everyone

Maidstone offers a unique and diverse context and this is an exciting opportunity to be involved.  We’re the first borough in Kent that falls outside the metropolitan green belt and this make us attractive for investment and development.  As the County Town of Kent, Maidstone itself is a large, busy and historic town, set in expansive countryside so we work on a varied canvas, encouraging and supporting economic growth whilst maintaining our local heritage and identity.  The economic development and regeneration of the borough is a key strategic priority for the Council as we wish to encourage continued high quality, sustainable development.  We also cherish our heritage and countryside which we are determined to enhance.  Careful management of competing pressures is the primary task and the enforcement team are vital in ensuring that public confidence is maintained in the planning system.

We are now looking for a Planning Enforcement Team Leader to lead our small but incredibly dedicated team of enforcement/investigation officers with a recently approved Local Enforcement Plan. You will have the opportunity to take a key role in the multi-agency task force group and lead on the most complex and contentious cases within the borough. Our scheme of delegation and varied caseload will ensure you have exposure to all areas of enforcement. You will need to be able to work effectively with Members including presenting at committees. Ideally you will be a member of the RTPI with existing development management experience including collaborative working with other Council departments and with key partners.

We are looking for an experienced Team Leader, with a track record of leading and motivating a team, to have operational responsibility for the Enforcement team in order to achieve a high quality, customer focused service. You will be the lead officer in matters relating to all the statutory functions of the post ensuring that sustained improvements in performance continue to be achieved. The successful candidate will preferably have a degree or equivalent in Town and Country Planning with full membership of the RTPI, alongside significant experience of dealing with complex planning enforcement issues.

You will be adept at giving evidence in Court and/or Public Inquiries, and you will need to have strong negotiation skills with the ability to negotiate on all forms of development proposals. You will also have excellent written and verbal communication skills including the ability to deal with potential difficult customers. A driving licence with use of your own car is essential, for which a car allowance is paid.

Working in Maidstone you’ll also be less than an hour from London by train and have all that Kent can offer at your fingertips. You’ll also have the opportunity to develop your skills and experience within an organisation that prides itself on supporting its staff. We encourage all types of vocational and technical training & qualifications, including management and leadership programmes. As part of our succession/career planning, you will be given the time away from work to study and develop your career. In addition to learning & development, we also offer many flexible working opportunities, including flexi time, nine-day fortnight, compressed hours and home mobile working.

This is permanent, full time role with opportunities for extensive home working under the Council’s new hybrid working policy, subject to the needs of the service.

If you feel you meet the requirements of the post and are ready for a new and exciting challenge in a progressive ambitious Local Authority, then we’d love to hear from you.
