About the role

We are looking to appoint a dynamic and experienced senior planner with particular expertise in monitoring and evidence base collection and management, to help inform updates to and implementation of the Local Plan.

Working within the Data and Intelligence Team as part of the Policy and Plans Group you will support the team’s transition away from static documents towards a focus on live data, which will be used to inform plan-making, decision making and projects.  You will undertake city wide data analysis and modelling to help ensure that the City’s planning policies are effective, with a particular focus on topics such as employment and the economy, transport and accessibility and tackling the climate emergency. You will also lead on the co-ordination of sustainability appraisals and authority monitoring reports as an integral element of Local Plan preparation and implementation.

About Leeds

Leeds is the UK’s fastest growing city and is the main driver of a city region with a £64.6 billion economy and a combined population of 3 million. The City has also declared a Climate Emergency with challenging targets to be zero carbon by 2030. In achieving this, Leeds is thinking outside of the box and looking for innovative planning solutions to sustainable development in a modern northern economy. Leeds is integrating its approaches to climate change within an inclusive growth and a health and well-being framework so that it becomes a sustainable and resilient City which is founded on high quality place-making.

Leeds has an up to date Local Plan which aims to deliver 50,000 homes by 2033 with a focus on the city centre, main urban area and major settlements. The City is also progressing a range of strategic projects from its own Council House Building Programme to Heat Networks.

Leeds is also an award winning authority for Neighbourhood Plan preparation and has recently launched a Local Plan Update with policy areas covering sustainable design and construction, carbon reduction, green and blue infrastructure, place-making and sustainable infrastructure.

About you

You will have a strong understanding of the value of developing and managing an accurate and up to date evidence base. You will have experience of collating, analysing and presenting data and evidence in a planning context. You will have a strong knowledge of the plan-making system. This will have been gained from relevant qualifications and work experience within Local Government or relevant organisations.

Learn, grow and develop

At Leeds we are committed to supporting our officers to grow and from day one we’ll support you to succeed through ongoing learning and development.

For an informal discussion about this role please contact Paul Bingham, Data & Intelligence Team Leader in Policy and Plans, Tel: 0113 3787642.
