Working with the Essex growth agenda, the Planning Service will deliver a more consistent approach and better manage the complexity of relationships across City, District and Borough Councils and developers. Working with key stakeholders the service will deliver well-balanced good quality development, addressing the housing, economic, infrastructure and environmental needs of communities and creating great places to live, work in and enjoy.

This role will ensure the planning applications on which ECC is consulted result in delivering Local Plan and policy compliant planning applications which address the required infrastructure identified. Working collaboratively with key stakeholders across Essex the role will ensure ECC works in partnership with Local Planning Authorities in negotiations with developers to maximise infrastructure requirements and minimise capital and revenue costs to the public purse. The role also involves general day-to-day management of the Infrastructure Planning Team.

Key Responsibilities and Accountabilities:

  • Overseeing ECC’s response on Community Infrastructure requirements and negotiations with developers to secure policy compliant infrastructure contributions.
  • Responsible for providing advice on issues and policies relating to community infrastructure matters to ensure detailed rationale for ECC recommendations and development proposals.
  • Responsible for ensuring Essex Legal Services sign–off all legal agreements so they are enforceable and consistent with policies set out in ECC’s Developer Contributions Guide.
  • Responsible for overseeing the monitoring of development to ensure all developer contributions are accounted for and collected when due including the provision of land for schools; identifying opportunities to secure additional income to meet the Council’s S106 monitoring costs.
  • Accountable for ensuring developer funded infrastructure contributions are properly communicated with the Capital Delivery team and that the funding is used in accordance with the terms of the relevant legal agreements.
  • Work collaboratively with ECC and District officers/external partners to ensure the partnership approach to capital programme delivery provides expected outcomes and delivers the community agenda.
  • Responsible for actively engaging with key stakeholders to manage effective co- ordination of developer contribution policies, infrastructure delivery and Local Plans; takingaleadroleinformulatingandcommunicatingresponseswhenchanges to legal/governing regulations are made.
  • Act as the subject matter expert representing ECC in formal legal environments by providing detailed evidence on policy/practice issues relating to community infrastructure requirements for early years/childcare and primary/secondary school requirements.
  • Responsible for identifying planning appeals and working collaboratively with stakeholders in order to produce and submit appeal statements and Statements of Common Ground to the Planning Inspectorate. Supervise and support the Infrastructure Planning Officers in respect of appeals as required.
  • Construction of bids for Community Infrastructure Levy funding to enable claims to be made of Local Planning Authorities and to enable funding to be administered from Community Infrastructure Levies
  • Provide support for and act as a super-user in respect of the Access database or any subsequent monitoring system to deal with matters relating to the functioning of such a system as required.
  • To contribute to the line management of the Infrastructure Planning Officers and their training and development. Assist the Infrastructure Planning Manager with the recruitment of replacement Infrastructure Planning Officers as necessary.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.

Knowledge, Skills and Experience:

  • Educated to at least degree level and an RTPI recognised qualification or equivalent by experience.
  • Evidence of successfully managing complex proposals or tasks associated with the provision of infrastructure and dealing with developers and other planning authorities.
  • Demonstrable knowledge and understanding of planning legislation and Government guidance on planning issues and of the planning system in general.
  • Ability to read and understand complex language contained in legal documents and perform calculations and manipulate data to make sound judgments.
  • Proven experience in supporting planning, legal or financial processes and mechanisms.
  • Proven experience of taking responsibility for task completion and delivering work within agreed timescales.
  • Strong interpersonal and negotiation skills with the ability to deal with challenging situations and use effective influencing skills.
  • Strong communication skills to ensure the effective delivery of consultation responses and in liaison with ECC officers, developers and other external bodies.
  • Experience of managing other officers and evidence of the people skills needed to deal with officers in order to ensure a team approach.
