Job Details

Our client, a local authority, is looking for a Senior Planning Enforcement Officer to carry out all planning enforcement related functions, such as; Investigate, consider and report on alleged breaches of planning control in order to appropriately resolve the issue. Including when necessary; recommending formal enforcement action.

Personal specification (knowledge, skills, experience and behaviours required in the role)

● Applicants must have previous Planning Enforcement experience, a qualification in planning or a related discipline equivalent to a degree, or relevant experience of five years.
● As Senior level Officers; candidates will be expected to manage a greater proportion of complex planning enforcement cases alongside the Principal Planning Enforcement Officer and have experience using a range of enforcement powers, including prosecution and giving evidence in court.
● Excellent knowledge of Planning Enforcement legislation and a good appreciation of current planning and enforcement issues is essential.
● The ability to write clear, concise and accurate reports with appropriate recommendations in accordance with the appropriate legislation and policy.
● Clear written, verbal and presentation skills (e.g. the ability to construct concise, articulated reports presenting arguments clearly and persuasively.)
● The ability to work on your own initiative with minimum supervision, managing and prioritising workloads to meet deadlines. To manage a caseload of enforcement cases, carry out site visits and inspections. Determine whether a breach of planning control exists and assess breaches of planning control for appropriate action.
● To advise and negotiate with those involved in contraventions to achieve an appropriate remedy and if necessary; to issue cautions in accordance with the requirements of the appropriate legislation.
● The ability to provide a high quality, customer-focused approach to service delivery. To be able to deal confidently with a variety of stakeholders and communicate courteously and clearly with members of the public on planning enforcement related matters.
● Ability to negotiate positively with contraveners, applicants, their agents and legal representatives on planning enforcement matters.
● To support the Principal Enforcement Officer in providing a high quality customer focussed enforcement service.
● Have effective IT skills including the ability to use Microsoft Office applications, information databases and GIS systems.
● The post holder should hold a full UK driving licence and have access to their own vehicle for carrying out site visits
