Role purpose

Working in the Legacy Corporation’s Development Directorate as developer and promoter to support the delivery of development projects in and around Queen Elizabeth Olympic Park through the preparation and submission of planning applications, monitoring and managing the implementation of planning permissions and the provision town planning advice.

Key accountabilities

  • Support the delivery and implementation of the organisation’s projects and programmes through the preparation and submission of planning applications, including reserved matters, discharge of conditions and S106 obligations.
  • Prepare and make representations to third party planning applications on behalf on the Legacy Corporation.  Make representations to relevant local, regional or national planning policy or other policy consultations as required.
  • Support and work with colleagues in the preparation and implementation of development and planning strategies, highlighting risks and recommending mitigation as required.
  • Monitor, advise and support the submission of planning applications and implementation of planning permissions by the organisation’s delivery and developer partners
  • Be responsible for specific town planning themes, projects or programmes as allocated and updated from time to time and ensure that these are properly considered in the work of the organisation.
  • Support the procurement and management of consultants as necessary to deliver the organisation’s projects and programmes, ensuring compliance with corporate policies and procedures.
  • Prepare and present reports, strategies and recommendations for consideration by the Programme / Project Boards and senior management of the organisation.
  • Develop and maintain good relationships with and work collaboratively with colleagues, stakeholders and consultees to support the organisation’s priorities and projects.

Generic

  • Support senior managers to deliver planned performance outputs to time, budget commitments and quality specifications ensuring the planning and commercial integrity of the organisation’s projects.
  • Provide support and monitor spend as required to ensure budget requirements for relevant areas of the Directorate spend are met.
  • Maintain regular and accurate reporting to help evaluate progress, risks and issues and performance measures with respect to ensuring compliance and client assurance in context of the above accountabilities and corporate policies.
  • Support and maintain a culture of continuous improvement and operational excellence, contributing to corporate Priority Themes and the organisation’s overall delivery aims, acting as an ambassador for Queen Elizabeth Olympic Park.
  • Take reasonable care for the health and safety of themselves and others and take responsibility for ensuring all activities carried out promote the value of a diverse workforce and do not discriminate against sections of the community covered by equality legislation.
  • Maintain an up-to-date knowledge of technical competency areas and take a proactive approach to self development and performance improvement;

This is a description of the role as it is at present. It is the practice of the London Legacy Development Corporation to review role profiles annually to ensure that they relate to the role as then being performed or to incorporate whatever changes are being proposed.   This review will be carried out by the director/line manager in consultation with the role holder, who is expected to participate fully in such discussions.

Part one

Knowledge, lived and work experience

  • Up-to-date working knowledge and experience of the UK town planning system, with a good understanding of the London context.
  • Experience in a relevant discipline such as town planning, transport planning, surveying, environmental science, or geography.
  • Experience and track record of managing a range of planning projects and applications and successfully obtaining planning consents
  • Experience of working with teams of professionals, including internal stakeholders, consultants and legal advisors in the preparation and delivery of applications, assessments and legal agreements.
  • Experience of complex multiple stakeholder arrangements including statutory and non statutory organisations and elected representatives and community consultation.

Part two

Skills and abilities

  • Good analytical ability with experience of coordinating and solving complex problems, evaluation and making recommendations.
  • Team player and experience of operating successfully within a matrix management environment which involves working in multi-disciplinary project teams across directorates.
  • Excellent communication skills, including highly effective report writing and presentation skills.
  • Ability to use IT including Word, Excel, PowerPoint and MS Project.
