Team Leader - Plan Making and Infrastructure – Spatial Planning

Salary £49,290 to £53,283 pa Plus Lease car subsidy or cash alternative of £3,050

This role attracts an enhanced recruitment payment of up to 10% of salary payable in the first month of employment.

Ashford lies in the heart of the Garden of England and yet is embracing growth with its ambitious plans for the future. The Borough has a long history of positively promoting growth and development through Local Plans that seek to develop sustainable communities whilst preserving and enhancing the outstanding rural environment and its communities.

As part of the newly formed Spatial Planning team, this is one of the Team Leaders in the Plan-Making & Infrastructure section and the post holder has a senior role managing and mentoring staff in the team, delivering advanced professional skills to guide the development of Local Plan and supporting documents.

Work is soon to commence on a review of the Ashford Local Plan and this post will play a key role in that process. The post has responsibility for the Plan-making process and associated guidance such Supplementary Planning Documents, including work planning to achieve deadlines for Plan documents from early consultation through to adoption. The post holder will also be responsible for assisting Parish Councils with their preparation of Neighbourhood Plans.

This post also has the joint responsibility with the other Team Leaders of leading on planning for infrastructure provision which includes identifying infrastructure needs with partner agencies; producing a delivery plan; relating this to CIL and s106 policy and delivery; leading on organisational governance and policy regarding infrastructure both by theme and site by site. The role also involves working with partners and funding agencies to seek to unlock delivery issues so that infrastructure is provided when needed.

The work will also include the drafting of briefs, appointment and management of consultants and the planning and facilitation of consultation events with a range of stakeholders as well as responsibility for the project management of major development, planning and corporate projects, drawing together and running project teams of in-house and external resources where required to deliver corporate priorities.

The post holder would also be expected to assist more junior officers in the team in the handling of their workload and provide a high quality, customer-focused service, by liaising with Councillors and other stakeholders.

You should hold a planning degree or a degree in a related discipline plus post-graduate planning qualification and be, or be eligible to be, a member of the RTPI.
