Job Details

Main Duties/Responsibilities:

  • To handle a caseload of the full range of development management and enforcement work including planning and other applications and enquiries of a complexity commensurate with the level of the post and to enable professional development.
  • To provide professional written and oral advice to and negotiate with, where necessary, other officers, members and stakeholders in respect of all Development Management functions.
  • To provide clear advice and instructions to assistant planning officers, planning officers, enforcement officers and technical and administrative staff who are not directly managed by the post holder(s).
  • To assist and deputise for the Principal Planning Officers to manage the teams when required.
  • On behalf of the Director of Development and Housing, determine planning and other related applications and make decisions on planning and enforcement matters in accordance with the Council’s constitution and scheme of delegation for planning decisions.
  • To motivate and support staff in their work and personal development.
  • To be responsible for negotiating with applicants and agents on all matters relating to planning applications and enforcement, including securing appropriate financial contributions towards a range of measures or schemes and the timescales for those contributions.  
  • To present and advocate the Council’s position in Committees, Court, Public Inquiries and informal hearings.
  • To take a broad perspective of all aspects of the planning service and ensure that the work of the Division is integrated with and supports the whole Department.
  • To undertake appropriate continuing professional development in accordance with an explicit plan.
  • To implement appropriate policies and procedures to ensure quality in both outcomes and service delivery processes.
  • To assist in the production of local plan policies and documents and supplementary planning documents at a level commensurate with the post.
