About the role

Leading the Tendring Colchester Borders (TCB) project team, and working closely with the Garden Community Member board, councillors and officers of the 3 Councils and developers, your role will be to shape the strategic direction of the TCB Garden Community initiative and play a vital role in leading its delivery.

Your primary focus in this role will be to ensure successful implementation and delivery of the TCB project, within budget and in line with our garden community principles. You will co-ordinate work across the TCB partners and its stakeholders to ensure an effective approach to the production of planning and strategic guidance, masterplans and formal planning responses, whilst raising the profile of the TCB project locally, regionally and nationally in order to attract funding, investment and awareness.

You will provide strategic advice to TCB officers and elected members on how to deliver housing, economic growth, environmental, strategic infrastructure and community and cultural regeneration, lead on the development of bids for funding and financing to support work on the project, and oversee the maintenance and implementation of the Communications and Engagement Plan. You will lead on putting in place the governance and partnership arrangements that will be required to ensure productive relationships with the lead developers. Experience of working on public-private partnerships will be desirable.

This role requires significant influencing skills to build effective partnerships and work collaboratively with stakeholders, as you work to ensure effective cross-boundary joined up working between partner Local Authorities.

Knowledge, Skills & Experience

To be successful in securing this role, demonstrating your successful strategic leadership in an organisation of comparable scale and complexity will be crucial.

Ideally you will have public sector experience, working in partnership with the private sector, with a clear understanding of the high degree of political sensitivity required.

With this, you should also have experience of major projects, and a good understanding of Planning, housing and economic growth disciplines.

As a leader, you will have a demonstrable track record of leading, motivating and inspiring multi-disciplinary teams to achieve strategic objectives, with evidence of successfully delivering improvements through a range of service delivery options

Naturally, you will have strong collaborative and influencing skills, be confident in building positive relationships with key stakeholders at all levels and working successfully with partners to achieve objectives. You will have strong inter-personal and communication skills, including the ability to consult, negotiate, persuade and influence others

Above all, you will be a strong problem solver, with the ability to make sound and rational judgements based on evidence, creating solutions that are sustainable, inclusive and future focussed.
