Penguin Recruitment is delighted to be supporting an established Planning Consultancy on the hire of an Associate Town Planner to join their team in Hampshire.

In this role you will have a varied client base consisting of Developers, Private Individuals, Landowners, Housing Associations, Public Sector Organisations and other professionals. This role will involve you completing the necessary work to obtain permissions for your clients, business development and supporting junior staff members, as outlined below;

Duties will include
  • Preparation of written fee proposals
  • Planning research online and at LPA offices
  • Undertaking site visits and preparing written and visual record
  • Preparing written site appraisals
  • Provision of written and verbal planning advice
  • Preparation, submission and management of applications including planning, enforcement, listed building consent, certificate of lawfulness and prior approval notifications
  • Preparation of planning, design & access, heritage and other related statements
  • Preparation of Local Plan representations for site promotion and appearing as an expert witness at public inquiries
  • Submitting and managing appeals by Written Representations, Hearings and Public Inquiries including preparation of Appeal Statements/Evidence and appearing as an expert witness at public inquiries
  • Leading the development team on larger projects
  • Dealing directly with clients for all types of proposals
  • Speaking on behalf of clients at Planning Committee meetings





  • Business Development
  • Self-sufficiency in work generation and generating additional work for other members of staff
  • Organising and speaking at Practice seminars
  • Leading initiatives for business/client development
  • Guiding junior staff in professional and personal development
  • Attendance at networking events on behalf of the Practice
  • Proactively leading specific tasks required for the development/operation of the Practice
  • Acting as liaison contact between staff and Partners
  • Contributing to Partners' annual strategy meeting as required





  • Key Qualities and Competencies Required
  • Chartered Planner/RTPI Member
  • Full driving licence
  • Excellent understanding and ability in the full range of planning work
  • Excellent commercial understanding of development projects
  • Good IT literacy and understanding/implementation of Practice IT/administration procedures


  • Self-motivated
  • Well organised
  • Excellent time management
  • High level of accuracy
  • Excellent attention to detail
  • Excellent team player and ability to lead team initiatives
  • Excellent communicator at all levels
  • Excellent commercial understanding of planning consultancy business. Consultancy experience essential
  • People management including supervision of work of junior staff members
