Based: Civic Centre, West Street, Oldham, OL1 1UH

Role Overview:

Working within the council’s Planning Service, you will work to conserve and enhance Oldham’s historic environment - through providing specialist conservation expertise on planning applications and contributing to the preparation and implementation of planning policies including Oldham’s Local Plan and Places for Everyone (Greater Manchester Joint Plan) as well as shaping regeneration aspirations for Oldham.

Key Responsibilities:

  • To provide appropriate advice or information as necessary regarding planning applications, enforcement cases, appeals, pre-applications and related matters that impact the boroughs heritage assets.
  • Determining planning applications with a conservation or heritage focus and listed building consents.
  • Helping prepare local planning policies, including supporting evidence, that will form part of the planning policy framework for the borough.  
  • Implementing policies and recommendations relating to the historic environment, including those from management plans and strategies.
  • Undertaking planning related tasks such as planning briefs, design guidance, conservation character appraisals and the blue plaque scheme.   

Key Requirements:

To succeed in this role you will need as a minimum:

  • A relevant degree (or equivalent) in at least one of the following areas: Historic Building Conservation, Town and Country Planning and / or Architecture. Membership (or eligibility for membership) of the Historic Building Conservation (IHBC) is necessary.
  • Excellent communication and interpersonal skills are required to effectively advise and support senior officers, with confidence to challenge where appropriate based on evidence.
  • The ability to appraise the historic environment and any proposals which may affect its significance and to make recommendations on the suitability of proposals or ways to mitigate and / or enhance the historic environment.
