Policy Consultant

I am currently working with a South West based Local Authority who are looking for an experienced Policy Consultant to undertake a viability assessment of the emerging Local Plan.

The Council need an experienced and qualified consultant to undertake a viability assessment of the emerging Council Local Plan and review associated adopted Community Infrastructure Levy Charging Schedules. The assessment will need to deliver the following:

• With regard to affordable housing, to review and advise, in terms of quantum and mix that can be delivered, in the context of the emerging Plan.
• To consider the balance of contributions sought from developers, including affordable housing, other policy requirements and the costs of infrastructure and mitigation.
• To consider the overall cumulative impact of the policies in the emerging Plan and the effect that they are likely to have on new development.
• To review the adopted rates of CIL, relative to the policies set out in the emerging Plan and to the development identified and enabled through the Plan.

The assessment will need to take the form of a study that includes analysis, discussion and recommendations for policies to ensure the plan as a whole is achievable. The assessment must accord with national policy and guidance and take account of legislation, case law and best practice to recommend policy alterations that are robust and defensible.

This position is project based and therefore would sit OUTSIDE IR35. The rate will depend on experience of the consultant undertaking the work.
