A leading London Borough Council which is home to some of the capitals most high profile regeneration and development projects have an exceptional opportunity for a Senior CIL / S106 Officer.

As the Senior CIL / S106 Officer, you will play a key role making a significant contribution to the delivery of prestigious regeneration and infrastructure projects funded through the delivery of S106 and CIL agreements which central to the future growth and enhancement of the borough.
 

As a key member within a team renowned  for delivering excellent customer service, your primary responsibility will be to provide high quality, robust and transparent decision making relating to the calculation of S106 Legal Agreements and the administration of the Community Infrastructure Levy.

In addition you will supervise and train a junior member of staff responsible for calculating S106 / CIL contributions in conjunction with providing technical advice at pre-application meetings and at full application stages for major and strategic development schemes.

Duties;
 

  • Calculate S106 and CIL Agreements
  • Provide clear advice to colleagues, development management teams and applicants in relation to S106 and CIL obligations
  • Manage and supervise one junior member of staff.
  • Manage funding contributions including allocation and spend of S106 / CIL Funds
  • Review, calculate and judge S106 / CIL relief and exemptions as well as defending decisions for any relevant appeals
  • Ensure S106 and CIL accounts are reconciled and monies collected
  • Collate and draft robust reports
  • Monitor, track and ensure compliance with all financial payments and non-financial obligations.
  • Maintain a good working knowledge of current planning legislation and how it relates planning obligations S106 /CIL
  • Carry out day to day organisational and administrative tasks to monitor S106 Agreements and determine CIL Liabilities including identifying when obligations are due, processing and issuing relevant notices up to and including demand notices.
  • Manage the allocation and spending of CIL for strategic projects
  • Conduct high level negotiations and contribute to the production of complex legal agreements

The successful candidate will have acquired practical experience managing and administering CIL / S106 agreements at a UK local authority.

In addition, you will have an in depth legislative knowledge of S106 / CIL agreements and how levies are calculated and applied in conjunction with technical expertise developing and maintaining databases and strong financial acumen.

Furthermore, you will have the ability to undertake high level negotiations, draft heads of terms and understand complex legal agreements.
