Carrington West are assisting their local authority client in the search for a Developer Contributions Officer (Education), to join their Strategic Infrastructure Management Team on an initial 3 month rolling contract - 'Fully Remote basis'.

This post will lead and continue to enhance the Councils developer contributions function. You will need to liaise with developers and planning applicants, to ensure that new developments make a reasonable resource contribution to the provision of community infrastructure and services. The successful candidate must have experience in the Education sector and should have in depth knowledge of the planning system, including national and local legislation relating to planning obligations and CIL, you will act as the principal contact on such matters, presenting and defending the councils requirements, working closely with the local planning authorities, applicants, elected Members and senior management.
 
The role will include:
·Leading the Councils developer contributions function and supporting the re-design of the service establishing best practice.
·Liaison with developers and planning applicants to ensure new developments make reasonable and effective resource contribution towards infrastructure and services.
·To be aware of, and able to advise on, the existing and emerging national legislative framework for securing developer contributions.
·To achieve a meaningful and substantial income that will afford flexibility deploying captured resources efficiently, supporting ongoing delivery of infrastructure and services.
·To coordinate, present and defend the developer contribution requirements for non-transport related infrastructure.
·To perform the core developer contributions function.  Take responsibility for implementation, including the production of a suite of new infrastructure-specific developer contributions policies and procedures.
·To focus on partnership with the relevant determining bodies
·To lead the negotiation and represent the Council in potentially adversarial and/or challenging planning environments.
·Maintain a consistent approach to engagement with members, senior officers and external parties, removing the potential risk of conflict of interest and the associated hazard of reputational damage.
·Develop and maintain good working relationships with each infrastructure service team, in particular education, in establishing protocols and policies to determine their sphere of influence and responsibilities.
·To develop a protocol that covers all items of infrastructure that may be negotiated including the engagement of Members, in both a service responsibility capacity (i.e. lead cabinet portfolio holders) and/or representatives for a locality (i.e. ward members), who will need to be kept informed of negotiations and involved in any debate on choices surrounding deliverability.
 
The council are looking for candidates who will be able to hit the ground running and are offering the role on a 'Fully Remote' basis.
