An exciting permanent opportunity has arisen within the Growth Team for a Regeneration Manager to manage the commissioning and delivery of new strategic regeneration opportunities in or town centres and along our strategic corridors.

About the role

The London Borough of Barnet is the largest borough in London, serving a population of over 400,000 residents and with a target of over 40,000 new homes to be delivered over the next fifteen years. A Regeneration Manager vacancy has arisen within our team at an exciting time.

The post holder will manage the commissioning and delivery of new strategic regeneration opportunities in or town centres and along our strategic corridors, whilst maintaining an overview of our established and highly successful estate regeneration programme.

This role is an opportunity to make a positive impact on local places in a challenging economic climate. The ideal candidate would be dynamic and focused on incorporating new models and best practice in place making and community building across the regeneration portfolio, with a drive to deliver practical, visible results on the ground. You will either lead or support the delivery of various regeneration projects and provide advice on regeneration matters more broadly.

A crucial requirement of this post is the need to research, analyse, and deliver business cases and benefit realisation plans that underpin commissioning strategies.  You will need to demonstrate a proven track record of getting up to speed quickly with new challenges and policy areas and the ability to work simultaneously on a number of competing pieces of work. You will:

  • Lead projects to identify where and how regeneration will happen in the borough over the next 20 years, with input from wider council service areas and external partners, and aligned with the draft Local Plan.
  • Proactively ensuring leading-edge best practice in relation to successful regeneration and place making is incorporated from the outset into our approach.
  • Coordinate the commissioning and delivery of regeneration in Edgware, in collaboration with the council’s town centre’s team, to create a beacon of best practice for town centre regeneration.
  • Supporting the delivery of our existing estate regeneration and development schemes.
  • Supporting the delivery of the council’s new Growth Strategy, including leading on aspects of the Smart Cities Agenda, future strategic infrastructure, and major growth corridors.
  • Leading the delivery of feasibility work and new project development and initiation
  • Understanding the wider economic and policy landscape, including the impacts of COVID19, and incorporating these into the council’s approach.

About you

We are looking for candidates who are:

  • Educated to degree level or equivalent experience within a commissioning or policy environment
  • Evidence of understanding of regeneration and economic development principles in a local government context 
  • Experience supporting regeneration and economic development programmes 
  • Evidence of continued professional development in relation to regeneration and economic development. 
  • Extensive knowledge of policy development and implementation with the ability to articulate complex policy direction to a variety of audiences inside and outside of the council. 
  • Strong understanding of developing and delivering services which are effective at meeting customer needs and are cost efficient. 
  • Strong project management skills and experience including business case development and benefits analysis and realisation plans. 
  • An understanding of local authorities and the context in which they operate. 
  • Knowledge of specific government policies and legislation affecting future integration and commissioning of local services. 
  • Experience of having worked at a senior level in a political environment, skills in understanding and responding to different perspectives and taking a cross-organisational perspective.
