South Hams District and West Devon Borough have been collaborating with Plymouth City Council on the creation of the Plymouth and South West Devon Joint Local Plan - the first time that the three local authorities have cooperated to produce a joint local plan.  The JLP is the 13th joint plan in the country, one of only three to include a full spatial strategy, site allocations to support that strategy and a full set of development management policies.  The JLP was adopted in March 2019, and all three Councils are committed to its ongoing delivery, review and update to ensure that Plymouth and South West Devon continues to have an ambitious and robust planning policy framework, and is at the forefront of national best practice in strategic planning.

You will be employed by West Devon Borough and South Hams District Council, but will be 100% seconded into the Joint Local Plan Team.  This team operates jointly across all three Councils, and all team members therefore have the opportunity to work on projects across Plymouth and South West Devon, and will be expected to work very closely with officers and elected Councillors in Plymouth City, West Devon Borough and South Hams District.  The JLP Team is hosted by Plymouth City Council, and you will be seconded into the JLP Team as a Grade H Planning Officer - the job pack therefore includes the Plymouth Planning Officer Role Profile.

As a Specialist within the Joint Local Plan Team, you should be qualified to degree level (or equivalent) within a Planning or related discipline and be a Member of the RTPI.  You will have previous experience in Planning Policy with demonstrable skills in GIS and digital web based platforms.  This is a unique opportunity to use innovation to make the plan digital, accessible and map based in line with the Governments planning reforms. You will be leading this digital plan making revolution for the JLP team, working collaboratively with others in the councils to deliver an accessible plan that communities can fully engage with. In addition you will be involved in a wide range of strategy and policy development, creation of an effective evidence base, and providing guidance and support on the delivery of the JLP. You will be committed to delivering high quality, innovative and inspiring strategic and local planning whilst ensuring excellent customer service is maintained at all times.
