Your role

It’s an exciting time to join Wigan Council – we have strong, evidenced, integrated plans in place for the transformational and sustainable growth of our borough and we are forging ahead with their delivery.

We are looking for an Assistant Director – Growth & Housing to play a key role in delivering our ambitions for growth and development.  You will lead the professional teams that are working to establish the conditions to support the delivery of good quality jobs and homes to meet the needs and support the aspirations of businesses and residents.  Working with internal and external partners you will also support the Council’s Community Wealth Building strategy to ensure that borough residents are able to access the opportunities that growth brings.

You will be responsible for strategic planning and development management, facilitating the delivery of commercial and housing development, and ensuring that it is supported by investment in supporting infrastructure.  You will work with the private sector and Registered Providers to bring forward market and affordable housing, as well as leading the Council’s Direct Delivery Programme.  You will drive high quality growth and regeneration that builds on the assets, culture and heritage of the borough, protecting and enhancing our rich natural environment.

You will play a key role in helping to deliver our exciting plans to transform our town centres, working with public and private stakeholders to economically restructure and physically reconfigure parts of the town centres, repurposing surplus retail space to bring forward a range of alternative town centre uses and deliver the vision set out in our strategic regeneration frameworks.

We are one of the leading and forward-thinking councils in the country, and as such, we have ambitious plans for growth and development.  Despite the challenges currently presented by the COVID-19 crisis we remain wholly committed to our vision for transformational growth.  Investment is critical to our recovery.

About you

Working in partnership with our elected members, key stakeholders and other partners, we are seeking a dynamic and performance driven individual for this role.  You will have an excellent track record of success in delivering effective and efficient outcomes, whilst maximising the potential of our ambitions.

You will need to demonstrate high levels of commercial acumen along with the experience of working constructively with partners across public and private sectors within the relevant work areas.  You will have a successful track record of working effectively within a planning and economy environment as outlined in the attached job description, person specification and role profile.

You will have excellent interpersonal skills, a visionary approach and an ability to turn entrepreneurial ideas into deliverable results at pace. If you have the drive, skills and knowledge to deliver on our economic vision whilst building business opportunities around the Council’s values, we would like to hear from you. We offer a competitive salary and a generous employee rewards package.

About us

Wigan is strategically placed in the heart of the North West and we have massive growth ambitions.

The most outward-facing and well connected of all GM boroughs, there is huge potential to capitalise on.

London and Glasgow can be reached by rail in 2 hours and Manchester and Liverpool airports are only a 35 minute drive away. We are the only borough in Greater Manchester with direct access to the M6, along with the M62, M61 and M58. The proposed HS2 station offers further potential to position Wigan as a gateway to the North.

We have an affordable and attractive housing offer and a strong track record of delivering high quality housing development, across a mix of types and tenures, in well connected, sustainable locations with access to high quality amenities.

We have sector strengths in manufacturing, construction, logistics and distribution and a clear strategy to diversify the economy by growing our creative, digital and technology sectors.

And we have ambitious plans to reshape the future of our town centres, ensuring that they remain relevant for current and future generations and in turn redefine them as long term, sustainable, and highly sought after investment options.

Add to this the outstanding green space that runs through the heart of the borough, and our distinctive heritage and cultural offer and we believe that Wigan and the people who choose to live and work here have every opportunity to be successful.

As a key player in the Greater Manchester Combined Authority, we are aiming to grow our economy by 10,000 jobs, 12,000 apprentices and 10,000 new homes in the next 10 years. Combined with this, we have a spatial plan across the whole of the combined authority which will see further significant growth to 2035 and beyond.

Whether it is in business, sport or in other fields, success is in our DNA and we welcome those with the same attitude, behaviours and determination to help shape the future.

If you would like an informal discussion about this opportunity, then please contact Becca Heron, Director of Economy and Skills on 07795 821225.
