Job Details

Across Leicestershire, we have an ambitious and exciting growth agenda. Over the next 30 years, we will be delivering over £600million of infrastructure to support thousands of new homes and millions of square metres of employment. A substantial part of this investment will be secured by developer contributions through planning obligations.

Following an internal restructure, we have created new Planning Obligations Officer positions to help secure and monitor financial payments through the planning process. You will be involved in both planning policy and applications casework, forming effective working practices with collegues both within the County Council and in partner authorities. You will also be rising to the challenge posed by Central Government to Local Authorities to help to modernise and simplify the operation of the planning system and to make it accessible to all users.

This is a varied and interesting position. The successful candidate will have a positive attitude, keen to work as part of a team and willing to embrace new ways of working and new ideas particularly in the current challenging economic times. You must be IT literate, have good attention to detail and able to keep accurate records.

The position offers excellent prospects for career development and training will be provided.

Essential Requirements:

  • Relevant qualifications or experience
  • Experience of working with complex S106 agreements
  • Ability to deal with strategic planning matters
  • Staff leadership skills
  • Ability to engage with stakeholders from a range of backgrounds
  • Knowledge of the planning appeal process and presenting at public meetings
  • Understanding of the need to monitor development sites for planning purposes
  • Ability to represent the County Council at planning appeals and public meetings
  • Excellent knowledge of the planning process
  • Leadership and performance management skills
  • Ability to work corporately
