Job Details

Build on your planning policy and management experience by helping to make one of London’s most vibrant and densely populated boroughs an even better place to live, work and visit.

About Us

At Kensington and Chelsea, we have unmatched built heritage sitting alongside iconic retail centres, a vibrant specialist employment market, an international medical quarter and world class cultural attractions. We also have many challenges facing us. We’re not only home to the wealthy but also to some of the most deprived wards in London. So, we’re committed to delivering growth in the Borough, with homes for all, and have started our own ambitious housing programme. We’re developing new ways of engaging with all our residents and providing high-quality accessible infrastructure for now and future generations.

We’re looking for experienced and confident planners to help us make this happen.

As a high-performing planning department we deal with a wide range of applications, making us one of the busiest planning authorities in the country. We’re a dynamic forward-thinking team with a can-do approach and are always striving to improve our service. We’re also proud of our learning and development commitment and take pride in growing our own to create a strong and resilient spatial planning team.

Putting communities first and working together with respect and integrity are our values, and we want people who share these to come and work with us.

The Role

Leading on developing Local Plan policy topics through all stages of development and taking draft policy through formal adoption processes, you’ll play a vital role in keeping the Council’s planning policies and guidance up to date.  As well as researching and writing policy you’ll lead consultation and engagement exercises and implement policies and guidance in practice by running projects and workstreams.

You’ll also lead on developing Supplementary Planning Documents and other planning and design guidance, taking an active role in the administration of CIL, NCIL and s106. Conducting site visits and making recommendations on nominations for Assets of Community Value, you’ll advise and support communities making neighbourhood plans. And, as well as deputising for the Team Leader in their absence, you’ll be involved in training and supervising junior members of your team.

About You

With a Planning degree or equivalent, you’ll also need licentiate membership of the Royal Town Planning Institute (or equivalent), and evidence of relevant continuous professional development.

You’ll bring significant planning experience, ideally some of which should have been gained in a planning policy environment. With this, you should have an excellent working knowledge of current planning legislation and practice, especially in relation to local plans and neighbourhood planning.

Ideally, you’ll also have a sound knowledge of London planning issues, particularly those affecting Kensington & Chelsea, and of operating Community Infrastructure Levy (CIL). Experience of preparing evidence for public inquiries or court cases, presenting and answering at committee, arranging small scale contracts for consultancy advice and planning public participation processes would also be useful.

In return, you can look forward to a package that includes a competitive salary, a high-quality pension scheme and generous annual leave plus bank holidays.

We are committed to promoting equality and respecting diversity and welcome applications from all sections of the community.

Working in partnership, listening to and valuing the personal experiences of people in our communities, we will act with openness, honesty compassion and humility.

Your experience and expertise are important, however, we aren’t just recruiting according to qualifications. We want to recruit people who share our values.
