Job Details
Role: Senior Development Management Officer
Salary: £25-£28 per hour
Location: North East
Penguin Recruitment is working with a Local Authority in the North East of England to recruit a Senior Development Management Officer to the team, on a 3-month contact, required immediately. As a Senior Planning Officer, you will be part of an ambitious, successful team providing timely and outcome-based development management services.
The successful candidate will be able to provide evidence of:
-Processing mainly minor applications, including those attracting developer contributions.
-Experience of managing appeals against planning decision and representing the council at inquiries and appeals.
-Enforcing the planning procedures.
-Experience of managing and motivating an effective team.
Duties in the role:
-Mainly minor and some major/complex projects or programmes.
-Share knowledge and develop best practice to ensure individual, team and relevant service objectives and targets are delivered.
-Ensure that all correspondence and records are complete, up to date and effectively dealt with and will, where required, support appeals, enforcement action and refute negligence claims.
-Participate in the regular review of service provision in line with the national best practice and quality standards, including where required, participation in cross function teams, and implement any required improvements effectively to ensure the ongoing efficient delivery of services.
-Review new planning legislation and policy and make recommendations on the potential need for procedural change in service delivery.
-Deliver excellent customer service in line with national standards and best practice, playing an active part in the delivery of a high-quality service, effectively manage personal workload, and identify and achieve personal development opportunities.
-Prepare and present evidence for major public enquiries, planning appeals, enforcement appeals and examinations in in public on behalf of the council.
-Provide guidance and technical input into the preparation of the Local Plan and other strategic planning policy guidance at a senior level with the minimum of supervision.
-Oversee the work of those employees which report directly to the post, with supervisory responsibility as detailed above, in accordance with council HR policies and procedures; this will include allocation of work; reviewing and checking the standard of work; Personal Development Review's; performance management; risk management; business continuity and monitoring attendance; and identifying and supporting any areas of development.
The overall purpose of the role is to determine and process planning applications and all other matters relating to carrying out the councils statutory and non-statutory development management functions. To interpret and provide guidance on all planning matters for the public, council and community.
