Regeneration Manager - Growth and Spatial Planning
Carrington West are assisting their local authority client based in the West Midlands in their search for a Regeneration Manager to join their Growth and Spatial Planning Service on an 18-month contract.
The successful candidate will be responsible for the overall management, organisation, development and delivery of the activities of the Regeneration and Growth Team and deputise for the Growth and Spatial Planning Service Manager in relation to the overall responsibilities of the Service Area.
 
My client is seeking an someone with experience in the field who is confident in leading a team. The specific responsibilities include:
 
·To be responsible for the effective management, organisation, development and delivery of the regeneration and growth function within the service area.
 
·To ensure the effective management of the regeneration and growth team including work programming and prioritisation.
 
·To be responsible for the preparation, implementation, and monitoring of a framework for regeneration in the borough including the economic strategy, investment and physical regeneration strategy.
 
·To be responsible for developing, implementing, and monitoring the strategy to support existing and new businesses within Sandwell.
 
·To oversee the delivery of regeneration projects to minimise project risks and maximise regeneration benefits to the borough, reporting to the Service Manager.
 
·To ensure opportunities to access regeneration funding are maximised to the benefit of the borough.
 
·To develop strategic relationships with partner organisations particularly those that contributes to the physical, social and economic prosperity of the borough.
 
·To be responsible for the production of briefs and masterplans to support the development or disposal of land that contributes to the efficient planning of the borough.
 
·To be responsible for the preparation of reports to Cabinet on regeneration matters.
 
·To liaise with and provide briefings to elected members on complex matters as required by the Service Manager.
·   To assist the Service Manager with business planning in relation to the activities of the regeneration & growth team.
 
·   To assist the Service Manager in setting the budget for the Regeneration & Growth Team including forecasting and monitoring spend and ensuring procurement is in line with council policies.
 
·   To efficiently manage the revenue budget for the team and other budgets as necessary.
 
·   To deputise for the Service Manager at appropriate meetings of corporate, regional, national partnership bodies
 
·   To participate in the operation of the Council's Appraisal Scheme.
 
·   It is your responsibility to carry out your duties in line with the Council's policy on equality and be sensitive and caring to the needs of the disadvantaged, promoting a positive approach to a harmonious working environment. You should act as an exemplar on these issues and should identify and monitor training for yourself and any employees for whom you are responsible, in line with this policy and also the Equalities Act 2010.
 
·   Such other duties as may be appropriate to achieve the objectives of the post to assist the Thematic Area in the fulfilment of its objectives commensurate with the post holder's salary grade, abilities and aptitudes.
 
·   The post holder must at all times carry out his/her responsibilities with due regard to the Council's policy, organisation and arrangements for Health and Safety at Work.
 
It would be beneficial to hold a RTPI accredited Planning Degree or equivalent Planning qualification and/or have considerable experience in a similar position; and also hold a licentiate membership of the Royal Town Planning Institute (or equivalent).
 
 
Carrington West Pay Rate - Negotiable (Dependent upon experience)
