Bassetlaw District is facing an exciting period of change, with an ambitious emerging Local Plan identifying plans for major growth and innovative development, bringing challenges and opportunities over the next few years for a Planning Officer wanting to gain a wide range of experiences to further their career in planning.

The Planning Policy team has a reputation for working proactively with developers and the local community to plan for innovative, sustainable high quality proposals, including for a new Garden Village and the regeneration of former power station sites, as well as planning for a new Energy Hub and a significant amount of housing and business growth, and town centre regeneration by 2037.

As a key member of the team, you will be responsible for helping to deliver the Council's statutory and non-statutory functions including providing support to the emerging Bassetlaw Local Plan and its Examination. A major part of your role will be having responsibility for a range of Local Plan policies and associated supplementary guidance, as well as for the production of site specific masterplans and development briefs.

It is therefore essential that you have the ability to communicate effectively, manage a demanding workload and be able to prioritise and manage workloads to meet identified deadlines all to a high standard.
If you have a degree and professional qualification in town and country planning and detailed practical knowledge of current Planning legislation and planning policy, we would love to hear from you.

General job objective:

  • To contribute, as part of the Planning Policy team, to the achievement of a high performing Planning Service delivering the desired objectives of the wider community in Bassetlaw.

Key tasks:

  • To contribute fully to the preparation, adoption and subsequent implementation of a planning policy framework for Bassetlaw.
  • To carry out surveys, data recording, analysis and background research in respect of planning and policy formulation.
  • To carry out monitoring of development trends and patterns of land use activity and report on the same.
  • To engage and manage consultants to support the preparation and review of the Council’s statutory local plan and related non statutory policies, standards and guidance.
  • To prepare masterplans, planning briefs, supplementary planning documents and other guidance, and negotiate with developers on the same, to aid policy implementation and decision-making.
  • To arrange and implement consultation exercises in respect of draft policies and proposals and other planning guidance.
  • To undertake planning policy appraisals of development proposals and provide relevant planning inputs into corporate development projects.
  • To prepare reports on planning policy matters for consideration by elected members.
  • To inform the development of schemes intended to physically regenerate specific buildings or areas of Bassetlaw and where necessary to assist in their subsequent implementation.
  • To attend meetings with external bodies, members of the public, and council members to discuss planning policy issues, plans and proposals.
  • To represent the Planning Service and the Council at meetings with external bodies and individual members of the public, and on behalf of the Council to attend and give evidence at Examination in Public. Public Inquiries and Hearings as appropriate.
  • To project manage and mentor less experienced members of staff
  • To provide professional planning advice and assistance to service users in relation to Council plans, policies and proposals;
  • To exercise responsibilities as defined in the Council’s Customer Care Policy to ensure a high quality of customer care by the Service.
  • To exercise the responsibilities as defined in the Council’s policy in respect of Health and Safety.
  • To maintain a programme of Continuing Professional Development.
  • Any other duties commensurate with the grade and responsibility level of the post.

The postholder will be employed under the NJC Conditions of Service for Local Government Services.
