Ebbsfleet Garden City; where London meets the Garden of England  is an exciting new community of up to 15,000 homes and 30,000 jobs. The Garden City is focused around Ebbsfleet International Railway Station and also embraces the existing communities of Swanscombe, Northfleet, Greenhithe and the adjacent towns of Dartford and Gravesend. 

The EDC is working collaboratively with public and private sector partners and local stakeholders, investing in forward funding infrastructure and unblocking and accelerating development at pace. The Garden City is gathering momentum and over 2,000 new homes have been completed. Strongly supported by Central Government the EDC’s Board has set out a vision for the first new Garden City for 100 years and the largest new town in 45 years. In October 2019, EDC acquired 125ha of land surrounding Ebbsfleet International Station known as Ebbsfleet Central. Ebbsfleet Central will form the mixed use commercial and residential heart of Ebbsfleet Garden City. EDC is now working to deliver the vision and ambition for Ebbsfleet Central. 

The Corporation is now recruiting to the role of Planning Enforcement & Compliance Monitoring Officer. 
 

Overall Purpose:

To investigate complaints regarding breaches of planning permission/legislation and proactively monitor new developments to examine levels of compliance.  

Reporting Arrangements:

The post-holder will report to the Chief Planning Officer/Principal Planning Delivery Officer within the Planning Directorate.

Main Duties and Responsibilities:

⦁    To carry out site visits and research to investigate alleged breaches of planning control, negotiate solutions and recommend appropriate enforcement action when required;
⦁    To proactively monitor the compliance of developments under construction against the applicable planning permissions and conditions;
⦁    To try and resolve any breaches of planning control by negotiation and discussion with the  developer, complainant and others with a third party interest;
⦁    To draft, serve and monitor compliance with Enforcement Notices, Breach of Condition Notices, Stop Notices, Section 215 Notices, Planning Contravention Notices and other similar Notices for breaches of planning control and to assist in the collation of evidence to pursue Court proceedings;
⦁    When necessary, to gather evidence and offer a written recommendation as to the need or otherwise to take formal action;
⦁    To process planning enforcement appeals as required including written representations and informal hearings and to attend public inquiries to support senior officers;
⦁    To prepare statistics in relation to enforcement matters and prepare/present reports to EDC Planning Committee as required;
⦁    To meet applicants, complainants, and members of the public and other bodies in relation to current or potential development proposals and enforcement matters to ensure they are regularly informed about progress in dealing with such matters;
⦁    Ensure effective liaison with other functions within the Ebbsfleet Development Corporation, local councils and external agencies as appropriate;
⦁    Take reasonable care of own safety and to co-operate with managers/supervisors in complying with statutory health & safety duties; and
⦁    Such other non-recurring duties appropriate to the post as may be directed.

 

The criteria for this role are as follows:

Essential 
⦁    A-Level qualifications (or equivalent), preferably including Geography, and also at least GCSE standard in English
⦁    Ability to interpret planning permissions, planning drawings and accompanying documents
⦁    Ability to write clear and concise reports for a range of audiences
⦁    Excellent communication and negotiation skills with an ability to communicate with a range of stakeholders
⦁    Good organisational skills with an ability to manage conflicting priorities
⦁    Ability to meet deadlines and to work independently using judgement as to when to seek assistance
⦁    Good IT skills, including use of Outlook and Word
⦁    Full driving licence

Desirable

⦁    Educated to degree level in a planning related subject
⦁    Experience of working in a Planning Enforcement / Compliance Monitoring role or within a planning/development environment
⦁    Experience of using a Planning IT system (e.g. Uniform)

Other Information

⦁    Based in Ebbsfleet, North Kent, including regular site visits within the Garden City
⦁    Working week of 37 hours between Monday to Friday, with occasional evening or weekend work
