Role Purpose

We are seeking an experienced and enthusiastic Planning Manager to join Tower Hamlets’ Development Management Service.  This role will lead the Planning Compliance Team, taking a proactive role in investigating and resolving breaches of planning control, improving the quality of the environment and delivering positive outcomes for our communities.

Tower Hamlets lies at the heart of London’s east end and includes key growth areas at Canary Wharf, the Isle of Dogs, City Fringe and the Lower Lea Valley.  Interspersed with vibrant town centres such as Whitechapel, Brick Lane and Roman Road, this is an exciting and fast growing place.  We have some of the highest targets for new homes and jobs in London, and a rich heritage with over fifty conservation areas, hundreds of listed buildings and the Tower of London World Heritage Site.  As one of London’s most diverse boroughs, we work hard to ensure that we manage growth sustainably.   Our new Local Plan has been adopted and provides up to date tools to ensure the benefits are shared by all of our communities. 

Key Responsibilities

The successful candidate will be part of the Development Management  leadership team will be and managing a team of 7 officers with responsibility for delivering a high quality planning compliance and enforcement service.

The team has been expanded recently and has been delivering a number of area based improvement projects and coordinating a multi-team approach to managing construction impacts in addition to investigating breaches of planning control.  The new Planning Compliance Policy which sets out our commitments to service users and we are looking at how we can utilise technology more creatively to manage and track case enquiries.

The Planning Compliance Manager will be responsible for building and maintaining positive working relationships across internal services and with external partners, along with engaging with Tower Hamlets Mayor and elected members. 

Requirements

Candidates will need to have a qualification in Town Planning (or equivalent), plus sound planning compliance or enforcement experience. You should be able to demonstrate effective leadership and management skills and the techniques to support, motivate and get the best performance from your team.  Strong communication skills, negotiation skills and ability to drive creative solutions to complex issues will be important.
