Vivid are working with a Local Authority in the South East who are looking for an experienced Transport Planning Policy Consultant  -

To develop the Council’s transport strategy, policies and programmes, providing a strategic approach to the formulation and implementation of transport programmes. • To be responsible for key aspects of the service, including the development of strategy and policy, and to establish and monitor capital projects and programmes designed achieve set objectives. • To work on development control, transportation studies, transport modelling, and sustainable transport policies including cycling, walking, parking, public transport, taxis, air quality and freight. MAIN DUTIES AND RESPONSIBILITIES • To develop the council’s transport strategies and policies including the Local Implementation Plan (LIP), the transport elements of the Local Development Framework, the Parking Policy, and policies relating to cycling, walking, parking, public transport, taxis air quality and freight. • To formulate transport programmes which deliver the Council’s transport strategy and parking policies and to establish funding approvals including through the production of the Annual Spending Submission . • To monitor the progress of all highways and transport capital projects and programmes, and to develop, manage and maintain systems to capture monthly information relating to their finances, project delivery, and risks. • To establish performance criteria to monitor and evaluate the success of implemented projects and programmes, to ensure that transport programmes are both effective and targeted accurately. • To lead on the delivery transport studies required to inform the development of strategies, policies, projects and programmes, including major schemes, modelling studies, project feasibility studies and concept designs. • To initiate and commission transport projects which address identified issues relating to cycling, walking, public transport, taxis, air quality and freight, in line with the Council’s Project Management Framework. • To identify and put in place the internal and external resources needed to support the delivery of programmes, including managing the commissioning and supervision of consultants and contractors in compliance with the Council’s Standing Orders and Financial Regulations. • To ensure that measures to improve buses, walking, cycling, access and station access are fully considered in the development of all projects, and to influence holistic designs which balance these issues alongside consideration of the public realm, road safety, traffic, maintenance, parking and servicing. • To assist colleagues in advising on the transport aspects of planning applications, including the assessment and mitigation of impacts on the highway network, and ensuring that the needs of pedestrians, cyclists, public transport users and operators, people with impaired mobility and the freight sector are considered in the development proposals. • To attend and inform the Public Transport Liaison Committee on issues relating to rail and bus services, and to work with colleagues in Governance and Casework to facilitate the meetings.

The contract will be initially for 3 months but has the scope to be 12 months plus - The Council offer flexible home working and the option for reduced hours/condensed working week.
