Job Details

Take your housing development expertise further. Join an award winning, multi-disciplinary team responsible for delivering an ambition housing delivery programme of 200 homes a year.

Transforming Bristol’s housing

Regularly voted to be one of the best places to live in the UK, Bristol is celebrated as one of the most liveable cities in the country with excellent green credentials, access to open space and cultural amenity. With a population of nearly 500,000 people and growing, Bristol City Council is determined to make sure this prosperity and the opportunities that come with it benefit everyone, through the provision of new homes and business opportunities in sustainable mixed-use communities.

What will I be doing?

You’ll play a key role in delivering the Council’s ambitious HRA Development Programme and building new Council housing of exceptional quality. This will include leading a team to secure detailed planning consent and discharging all planning conditions on complex, large-scale residential developments to enable construction to commence as quickly as possible. You’ll also lead on procuring contractors and multi-disciplinary design teams to ensure best value is achieved.

You’ll identify and develop opportunities to increase housing supply through creating a long-term viable pipeline of investable development opportunities. And, supporting the Construction & Development Manager and Senior HRA Development Manager, you’ll help to secure the revenue and capital investment required to enable delivery.

What do I need to have?

With a proven track record of working in housing development at senior level with a Local Authority, Housing Association or Developer, you should have experience of securing detailed planning consent and developing and delivering large-scale or complex residential developments. With this, you’ll bring a thorough understanding of the local, regional and national policy context that Local Authorities and Housing Associations operate within, and experience of managing major construction or development projects and contracts (£1m+).

You should be qualified to graduate and/or full Professional level in Housing, Construction, or Development. Alternatively, you may have equivalent experience through Accredited Prior Learning or significant experience in development, including New Build building, surveying or similar construction related environment.

At Bristol City Council, we value having a workforce as diverse as the City we serve. We therefore welcome, develop and promote people from all sections of the community.

Company

We provide hundreds of day-to-day services to support people who live or work in Bristol, from issuing business grants to providing social care to running the city's museums and parks. We deliver a range of services for people who visit the city too.

Bristol is a successful city with much to be proud of but, like all cities, we have our challenges. The city's success doesn't reach everyone living here and this brings some difficult issues.

We have an ambitious vision to build a better Bristol that includes everyone in the city's success and leaves no one behind.

That's why we're looking for innovative and talented individuals who can help us achieve this vision. We want people who share our values and commitment to serve the city, its communities and citizens.

At Bristol City Council we pride ourselves on growing a workforce that is talented, diverse and motivated and represents the community it serves. Only then can we provide an appropriate and outstanding service to all Bristol citizens.  We aim to have a diverse workforce where creativity thrives.   Our handling of equality and inclusion will reach the high standards we expect of ourselves and others will look to us as a source of good practice.

It's a great time to join us. In August 2020 Bristol published a new Workforce Strategy which has equality and inclusion at its core. We became the first major city to publish reports on ethnicity and disabled employees pay gaps, as well as the required gender pay gap report. We're now changing and improving our equality, diversity and inclusion performance and embedding positive practices into everything we do.

We're investing in changes and improvements to recruitment, strategies and leadership that lead to increased diversity in the council's workforce, as well as creating a range of opportunities for under-represented groups to move in to senior roles, such as The Stepping Up programme. This is Bristol's award-winning leadership scheme for Black, Asian and Minority Ethnic groups and other equality groups: just one way in which we're working towards a more inclusive work place. If you're joining the council, you could have the opportunity to apply for this, and other, positive action initiatives.
