General Role Description

Reporting to the Chief Executive, working with partners to ensure we understand the needs across the borough and think innovatively to respond to those needs.

To lead and be accountable for the Council's strategic housing function, designing and implementing modern and innovative delivery models to drive new homes across the borough.

Duties and Responsibilities

The core responsibilities and duties will include:
  • Provide system leadership, co-ordination and coherence of the housing agenda across Team Doncaster.
  • Be accountable for the portfolio of services under direct responsibility of the post holder.
  • Perform an effective client/partnership management role with the ALMO St Leger Homes.
  • Lead the development of effective evidenced based, deliverable housing policies and strategies supported by the appropriate resources.
  • Develop and implement an effective model that delivers housing that meets the needs of different communities and residents across Doncaster.
  • Lead on delivering the Council's ambitious house build programme and identify funding and partnerships that will enhance the programme.
  • To provide strategic leadership for homeless and rough sleeping related issues.
  • To provide strategic and professional advice, information and support to the Council's Chief Executive in their role as Lead CEO for Sheffield City Region (SCR) Housing, as well as Executive Members and partners on housing and related issues.
  • Lead the development of clear engagement mechanisms with key communities of interest such as charities and private landlords.
  • Lead for the matrix management of health and social care housing related services and complementary with the economic regeneration activity.
  • To act as an ambassador for the Council and Borough and to promote the Council's reputation locally, working effectively and collaboratively with partner organisations to deliver the homes Doncaster needs, leading engagement with national government bodies such as Homes England.
  • To foster and promote through visible and effective leadership an organisational culture where challenge, innovation and creative solutions are the norm.



    • Specialist Skills and Knowledge

    Essential skills, knowledge and experience required to fulfil the role include, but are not limited to:
  • Extensive experience of leading and delivering significant house build programmes
  • Experience of working on strategic housing related services and programmes. This should include experience across a range of housing such as private sector and social housing sectors as a minimum.
  • Experience of securing significant funding and evidence of effective deployment to maximise resources and deliver local ambition.
  • Significant experience of working across public and private sector bodies, forming strong partnerships and delivering common objectives
  • Good knowledge of the national policy agenda related to housing, health and social care, including schemes related to social housing.
  • Experience of housing related programmes that support health and social care in particular promoting and supporting independence
  • Ability to clearly write and present evidence and reports on complex housing related matters
  • Demonstrate the ability to understand the market and the local housing challenges in Doncaster, including the supply of new homes.
  • Ability to provide constructive challenge and drive performance collaboratively.
