Head of Planning Policy, Transport & Infrastructure Planning
Permanent, full-time position

Penguin Recruitment is pleased to be supporting an urban regeneration vehicle that works in conjunction with an East London Local Authority on the hire of senior planning professional to join the team and head up the policy, transport and infrastructure team.
The council has been touted as London's borough of eastern promise and one of the capital's hottest investment opportunities. The Council's pioneering urban regeneration company is spearheading the drive to maximise the borough's potential and deliver 50,000 homes and 20,000 jobs over the next 20 years.
The Policy team currently comprises nine people who hold various roles and in this role you will be responsible for ensuring that the Policy Team meets its statutory obligations for planning, transport and infrastructure policy. This includes overseeing the preparation of funding bids and documents like the Local Plan, Infrastructure Delivery Plan, Local Implementation Plan, CIL, supplementary guidance and associated evidence as well as accurate monitoring.
The council value the experience that comes from both the public and private sectors, so candidates working in either sector are welcome to apply. What is expected is an appropriate level of experience and qualifications along with the ability to look at the wider picture and think strategically to anticipate development, transport and infrastructure needs, and then utilise planning policy tools to drive and achieve development outcomes.
In order to apply you should be/have:
-Be a clear, confident communicator, able to build relationships internally and externally;
-Have a commercial understanding of the property sector, and where planning sits within
it;
-Be output‐focused, and able to exercise initiative and good judgement in delivering this
within a challenging and political environment;
-Be technically astute, practical and self‐motivated, and have a genuine interest in the built
environment;
-Be able to get to the nub of an issue quickly, and comfortable with looking at the bigger
strategic picture and how details feed into this.
