Development Contributions Programme Manager (Principal CIL Officer)

Carrington West are assisting their local authority client based in the London with their search for an experienced CIL & S.106 Specialist to join the Development Contributions Programme on an initial 3-month contract, then rolling.

The post holder will lead on the policies and programme management processes that support the Council’s multi-million-pound Development Contributions Programme. This will include; leading on preparation and review of the Community Infrastructure Levy and associated policies and infrastructure plan making and overseeing the programme for monitoring and collection of development contributions. The work will include assisting in the implementation of the Council’s adopted Neighbourhood CIL process (NCIL), and other specific and general S106 projects, such as the Greening Fund.

The post holder will be required to demonstrate high levels of credibility and manage and balancing occasionally competing interests across the Council without compromising the delivery of infrastructure requirements of the Local Plan or the Council’s legal obligations under the terms of the Legal Agreements with Developers and the CIL Regulations. The role will require the post holder to be both creative and resilient, delivering innovative solutions to strategic and operational challenges.

Rate - £32-35 per hour
