Job Details

I am currently working on behalf of one of my best clients, an Essex based Local Planning Authority, who are currently looking to bring on permanent members of staff to the Planning team. They are looking for an experienced Principal Planner to join at what is an exciting point in the authority’s history, with ambitious plans for growth outlined for the coming years. Over 10000 new homes have been planned up to 2023, bringing through the creation of new harden communities based on Garden City principles. 


The Council are investing directly in homes, health, jobs and journeys with a £100m plus strategic investment plan, and they are also looking to maintain their proud track record in planning good quality, sustainable developments. By investing in and embracing new technology and mobile working, the Council are looking at ways to improve the quality of service they can offer their customers. With that, they are looking for experienced, hardworking and proactive officers who wish to advance their career in what is a dynamic and ambitious planning service. 


Your key responsibilities include, but are not limited to: 


•    To take responsibility as lead officer for key strategic developments, including all the related project management; consultee and community liaison; Council Member interface and engagement of specialist consultancy.
•    The provision of advice to Planning Committee on all aspects of Development Management, preparing Committee reports and recommendations and assembling agendas.
•    To attend Planning Committee meetings and present reports and recommendations.
•    To mentor and support Planners who provide assistance to the role in the context of specific development proposals at pre-application, application and post-decision stages.
•    The implementation of all aspects of the Council’s plans and policies through Development Management and through liaison with the Planning Policy team and other Council Services.
•    To support the Planning Development Manager in the co-ordination of Development Management input into the development of the Local Plan.
•    To assist the Planning Development Manager in the effective distribution of workload, staff deployment and, where required, to provide a deputising role in the checking of application reports to be considered under delegated authority or by Committee.
•    To assess planning and related applications, discuss proposals with applicants, undertake site inspections and advise the public on proposals, as appropriate.
•    To prepare evidence for appeals and represent the Council at Hearings and Public Inquiries.
•    To represent the Development Management Service, as required, in the development of cross-Service corporate strategies and projects


A Planning degree is essential for this position, and eligibility for RTPI Membership (or a current Membership) will be looked upon favourably. Relevant experience, such as excellent report writing, appeals, presenting at Committee and other formal and informal meetings, is required, as well as experience of negotiating s106 agreements. Experience working on complex applications, as well as your more ‘mainstream’ major applications is absolutely essential for this position.
