Job Purpose:

To support and work alongside the Assistant Director (Business Delivery), to maximise the revenue stream from Business Rates linked to the relevant Enterprise Zones.

Main responsibilities

Review and report on the commercial performance of the Enterprise Zones including consideration of three different market led proposals and development scenarios to maximise the opportunities.

Take ownership of and maintain the Marketing Plan of the Enterprise Zones.

Manage the delivery of the initial 5-year implementation plan that sets out actions for securing increased inward and direct foreign investment into the Enterprise Zones.

Identify and manage, as part of the work above, the quantified risk and mitigation measures to ensure maximum occupancy, including the identification of the cost of infrastructure versus the values that could be achieved.

Ensure ongoing compliance with our programme assurance framework and input into the development of EZ organisational design and strategy through research analysis and collaborative working.

Work with the core team to identify opportunities to deliver the LEP's strategic economic objectives through the Enterprise Zones, including plans for the development of a 5G offer.

In consultation with all relevant stakeholders, create a policy which will clarify the key marketing approaches to be taken and instruments used to ensure comprehensive performance management and impact evaluation.

Identification and securing of funding to support future opportunities including preparation of business case(s) and rationale for same.

Create a series of economic indicator 'dashboards' with an overview dashboard which presents a key indicator from each of the Enterprise Zones

Performance Monitoring
  • Produce project and programme communication and reports in order to track and report on progress for the Executive Management Team and Board as required
  • Analyse and discuss qualitative and quantitative data (both primary and secondary), to identify key learnings, implications and recommendations.
  • Support the Assistant Director (Business Delivery) to share these findings and recommendations with relevant members of the team and colleagues, to inform the improvement of processes and performance at an organisational level.

Project/Programme Management

To advise and support the Delivery Team providing project support for Enterprise Zone major regeneration projects and related place-based initiatives.

Ensure ongoing compliance with the programme assurance framework.

Essential Qualifications

Experience utilising primary and secondary research tools and techniques for the purposes of consultation, research and analysis, i.e. preparing and analysing questionnaires, undertaking qualitative research, and reviewing and analysing secondary data for quality and relevance.

Project or Programme management qualification e.g. Prince 2, APM/PMP and/or experience of Project Managing monitoring & evaluation activity at a project or programme level.

Experience of designing and/or implementing policy documents and approaches to data collection and evaluation.

Essential Knowledge, Skills and Experience

Knowledge of Local Enterprise Partnerships and their role within the regeneration and economic development of the country. .

Proven excellence in research skills, including qualitative and quantitative methodologies.

Excellent analytical skills with an eye for detail, sound judgement and decision-making, able to develop insights and provide evidence-based findings.

Proficient use of ICT, able to work across Windows packages, especially Word, Excel and PowerPoint (e.g. format Word documents, create and apply formulas in excel, prepare and manage Excel databases)

Able to collect, monitor and maintain effective and efficient systems for gathering and analysing complex qualitative and quantitative data sets.

Assessment and reporting of complex and technical information in a clear and concise manner.

Strong numeracy skills.

Excellent written and verbal communication skills with the ability to tailor style and approach to suit a variety of audiences and purposes.

Highly effective report writer.

An enthusiastic team player, experience of collaborative working; effective interaction with people at all levels of seniority.

Creative thinking, problem analysis and problem solving.

High-level organisation and planning skills, ability to manage and prioritise workload, often with competing priorities.

Self-organisation and management of several tasks simultaneously and to deliver projects on time, budget and scope.


This role will be mainly office based and the contract will run until March 2019.

Hourly rates will vary depending on experience between £45 and £60/h.

The role is considered to fall outside IR35
