Strategic and Local Planning Manager
This role offers an exciting opportunity to be a very important part of an energetic team of Service Managers.
You will lead the Council’s high achieving Strategic and Local Planning Service.
The Service’s recent successes include:
- the adoption of the Leicester and Leicester Strategic Growth.
- Plan the adoption of the Harborough Local Plan 2011 - 2031.
- the making of over 20 Neighbourhood Plans across the District.
- the adoption of a comprehensive Playing Pitch Strategy.
As a strong leader, you will motivate your team to ensure delivery of exceptional results and your outstanding communication skills will assist you in building strong relationships with key colleagues, partners and stakeholders.
In partnership with our communities you will take lead responsibility for supporting the preparation of neighbourhood plans across the District. You will also be responsible for a comprehensive built facility Sport and Recreation Strategy.
You will oversee the management and coordination of developer contributions.
You will lead the preparation of Supplementary Planning Documents for the District.
You will take lead responsibility for a comprehensive review and appraisal of the District’s Historic Environment and associated assets.
You will take lead responsibility for the review of the Districts recently adopted Local Plan, guided by the recently adopted Leicester and Leicestershire Strategic Growth Plan including the supporting evidence, document preparation, and public consultation. You will be responsible for the Plan being ‘sound’ and meeting all statutory and regulatory requirements associated with its preparation.
You will be an experienced project manager with comprehensive knowledge of planning legislation and will possess a proven track record of delivering complex and challenging projects on time and on budget.
In addition, you will be a skilful people coach and budget manager, with experience of leading complex strategic and local planning policy projects in a local authority including the preparation and the giving of evidence at Inquiries and formal hearings.
You will have a well developed ‘political antenna’ and a significant and successful track record of working with elected councillors.
You will be a member of the Royal Town Planning Institute (RTPI), or eligible for early membership, and ideally you will benefit from a professional Leadership, Coaching or Management qualification (for example, a post graduate diploma or MA/MBA).
