Horsham District Council is looking for a Local Plan Team Leader to lead preparation of the Council’s new Local Plan and oversee a dedicated and hard-working team responsible for the development of all new planning policy and input into key development schemes, as part of the Council's Strategic Planning function.

This is an exciting time to join the team, with the review of the current Local Plan in its early stages. As Local Plan Team Leader you will be responsible for the project management, lead technical input and oversight of the whole Local Plan preparation process, from beginning to end, including evidence gathering, procurement of consultants, strategy and policy development, stakeholder engagement, working closely with elected Members and play the lead technical role in defending the Local Plan at Examination.

You will also be responsible for the Council’s input into emerging Neighbourhood Plans, the team’s input into key development schemes which come forward in response to the plan-making process, and the day-to-day management and personal development of a team of eight people at various stages of their career.

To succeed as Local Plan Team Leader you will be a dedicated town planning professional, who is a chartered member of the RTPI, and who is committed to making high quality place-making happen ‘on the ground’. Possessing sound project management skills, a good understanding of how to develop an appropriate planning strategy for a growing area which is seeking to plan and deliver around 1000 new homes a year, along with new jobs and accompanying infrastructure.  You will have a strong interest in community engagement, the ability to develop individuals in your team to reach their potential and have the confidence and ability to present sometimes complex planning ideas in a simple way to gain understanding and buy-in.
