Team Leader (Development Management)
Role Purpose
We are looking for a West Area Team Leader to join our Development Management Service, to provide leadership and manage one of the two DM teams covering the western part of Tower Hamlets, that help to shape development opportunities and contribute to on-going regeneration and renewal.

We have the highest targets for new homes and jobs in the capital, with a rich heritage protected by over fifty conservation areas, hundreds of listed buildings and the Tower of London World Heritage Site. As one of London’s most diverse boroughs, we work hard to ensure that we manage growth sustainably and that the benefits are shared by all of our communities. The Council has embarked on an ambitious housing capital delivery programme which aims to deliver 1,000 new council homes by 2022, with an additional 1,000 in the pipeline.
Key Responsibilities
The successful candidate will be part of the leadership team for the service, overseeing development management activity in the west of the borough - including vibrant Brick Lane, Bethnal Green and Whitechapel, the City Fringe areas of Spitalfields and Aldgate, historic riverside at Wapping and residential areas in Stepney.
We are looking for candidates who can coordinate major and strategic development proposals, by framing negotiations with applicants to ensure the Council’s planning and place-making objectives are delivered. You will line manage a set of DM case officers within one of the West Teams to ensure the delivery of high quality, specialised development management service as well as line manage the Borough’s Environmental Impact Assessment Officer. You will work with other area team leaders, the area manager and service managers to ensure a co-ordinated service delivery and to promote the services managing resources and supporting officers, overseeing performance to ensure all decisions are made in a timely manner, with consistent levels of customer service.
The Area Manager will foster proactive working relationships with key development partners, stakeholders and elected members, including the planning committees. You will promote the effective use of planning performance agreements to deliver positive planning outcomes and engage in the continuous improvement programme for the service.
Requirements
We are seeking experienced planners who want to develop their management career and are driven to deliver results. You will need to be self-motivated, solution focussed with strong leadership and communication skills and proven experience of reviewing reports with recommendations and making robust planning decisions using delegated powers. A degree or post graduate qualification in planning (or a similar discipline) with eligibility for RTPI membership.
