The opportunity

We are looking for an ambitious Policy Manager or Team Leader to oversee the whole of Strategic Planning reporting directly into our Managing Director.

The Council has formed an exciting partnership with South Essex councils, the Association of South Essex Local Authorities (ASELA), to work on a shared agenda for the area which you will oversee as part of this Joint Strategic Plan.

Rochford District is a busy and ambitious local authority with a varied historic environment which is experiencing sustained growth in housing and employment including strategic development around London Southend Airport. Situated just 40 miles from Central London and 20 miles from Chelmsford you will find plenty of character, miles of unspoilt coastline and attractive countryside. Living and working in Rochford is hard to beat!

 

The job role

We are seeking a dynamic, proactive Team Leader to head up this key department within the Council. Reporting directly to the Managing Director you will play a pivotal role in influencing and shaping the strategic direction of planning and economic growth within the District. In addition, the Council is part of the Association of South Essex Local Authorities (ASELA), and you will work closely with policy leads and Planning Portfolios from the south Essex authorities on preparing a Joint Strategic Plan.

You will:

  • Provide vision, direction and strategic leadership for planning and economic growth across Rochford District and with partners at local, regional and national level.
  • Lead an effective Strategic Planning and Economic Development section incorporating planning policy, growth and economic development to ensure that key economic development objectives are delivered.
  • Manage the preparation, development, delivery of the Rochford District Local Plan and maximise opportunities to deliver an Economic Growth Strategy that seeks to support the objectives of the Council’s Business Plan and economic growth. 
  • Work closely with the policy leads from south Essex local authorities on the preparation of a Joint Strategic Plan.

You will hold a degree or post graduate degree or professional qualification in a relevant discipline and have detailed knowledge of local plan policy and procedures, and understanding of current transportation issues.

You will build relationships across the Council and have an innovative, interpretive and constructive approach to projects and tasks on a diverse range of subjects with policy implications

The person

You will have a proven track record of success within Planning Policy and

have detailed knowledge of Local Plan policy and procedures and understanding of current transportation issues.

You will be a Member of the RTPI (or have ability to join without further qualification) and have the ability to communicate on highly complex and contentious matters in speech and in writing.

Above all else you will have the ambition, drive and need to succeed to deliver on our projects.
