The Council now has a draft Local Plan which sets out an ambitious growth agenda for the District, which includes new garden communities based on Garden City principles. A £100 million plus investment plan led by the Council has also been announced to invest in Health, Homes, Journeys and Jobs for the benefit of residents and businesses in the District.

Braintree will be an area of significant growth over the coming years. We are looking to embrace this challenge to deliver well-designed new homes, create jobs and improve and develop infrastructure for the benefit of existing and new communities.

Following the appointment of a new Planning Development Manager, we have recently created a number of new positions, including two Principal Planner posts, to expand our Development Management team.   If you are hardworking, ambitious, dynamic and commercially aware, we want to hear from you.

About the Principal Planner – Development Management role

You will to lead on the delivery of key growth location sites and the consideration of large scale major planning applications across the District.

The Principal Planner duties will include;

- Take responsibility as lead officer for key strategic developments, including all the related  project management; consultee and community liaison; Council Member interface and  engagement of specialist consultancy

- The provision of advice to Planning Committee on all aspects of Development Management, preparing Committee reports and recommendations and assembling agendas

- Attend Planning Committee meetings and present reports and recommendations

- Mentor and support Planners who provide assistance to the role in the context of specific development proposals at pre- application, application and post-decision stages

- Implementation of all aspects of the Council’s plans and policies through Development Management and through liaison with the Planning Policy team and other Council Services

- Support the Planning Development Manager in the co-ordination of Development  Management input into the development of the Local Plan

- Assist the Planning Development Manager in the effective distribution of workload, staff deployment and, where required, to provide a deputising role in the checking of application reports to be considered

- Assess planning and related applications, discuss proposals with applicants, undertake site inspections and advise the public on proposals, as appropriate

- Prepare evidence for appeals and represent the Council at Hearings and Public Inquiries

- Represent the Development Management Service, as required, in the development of cross-Service corporate strategies and projects

Our ideal Principal Planner will have the below skills and experience;

- Planning degree or equivalent qualification and eligibility for RTPI Membership.

- Relevant experience in a range of development management work with a planning authority, including appeals, reporting to Committee and other formal and informal meetings

- Experience of negotiating Section 106 agreements.

- Experience in a range of Development Management (DM) work (within the LPA or private sector), including complex applications, appeals and providing pre application advice

- Understanding of Planning Law and national planning policies/guidance relating to DM

- Ability to interpret plans and understand related information

- Ability to prepare clear written reports/statements fit for the relevant audience.

- Ability to present reports to public/member meetings.

- An awareness of the national planning policy perspective

- Current UK Driving Licence and access to a car
