Role Purpose

The purpose of the role is to contribute to the continuous improvement of the Plan Making Team in its role of creating a positive policy framework to manage and shape growth in the borough. This includes leading on and contributing to the preparation and monitoring of the Council’s Local Plan and other planning policy documents, including supplementary planning guidance, Article 4 directions, and neighbourhood planning; while providing quality advice on planning policy matters to internal and external stakeholders.

Currently, the team’s priority is preparing the new Local Plan for adoption. The Local Plan was submitted to the government in February 2018, and Examination in Public hearings took place in September and October 2018.  The team are now at the stage of preparing for consultation on the proposed modifications which will address matters raised during the examination. In this planning officer role you will be responsible for playing a key role in embedding the new plan, including supporting internal colleagues and external stakeholders in its implementation. 

Key Responsibilities

Reporting to your Team Leader, you will independently support and lead on plan making projects and initiatives which achieve positive benefits for the borough’s communities.

You will also be required to communicate effectively with internal and external colleagues, and engage with senior officers of the Council and Members, and Tower Hamlets communities, as and when required.

Requirements

Post graduate qualification in town planning, or related subject and eligible for RTPI membership.

Tower Hamlets is planning for growth and opportunity - particularly in those areas identified as part of our submitted Local Plan and in the emerging London Plan, which includes the City Fringe, Isle of Dogs and Lower Lea Valley. We have London’s highest targets for new homes and jobs, in one of the capital’s most diverse boroughs, which is home to 58 conservation areas, hundreds of listed buildings and the Tower of London World Heritage Site.  In planning for the growth and opportunity of the borough, we are currently working on taking the new Local Plan through to adoption and implementing its policies, which will include providing any further supplementary guidance and spatial or area based plans.

The Council is looking to fill a permanent position, with the successful candidate demonstrating experience in spatial planning and policy making, and a proven ability to support or lead on high profile plan making documents and initiatives. You will need to be ambitious, motivated and ready to manage challenging strategic projects.
