Shetland is an exciting and unique place to work. Whether you are an experienced planner with RTPI membership or a graduate planner, this post will provide an opportunity to work within our Development Management team – to assist in the handling of a full and varied caseload of applications.

This is a challenging and varied role, with the main focus of the post being to ensure that development and changes in land use occur in suitable locations and are sustainable so Shetland can remain a beautiful and rewarding place to live.

Motivated, enthusiastic and highly organized, you must also have excellent written, verbal communication and negotiation skills. You will be educated to degree level or willing to commence study to achieve an RTPI recognised qualification and be able to exercise informed judgement and work accurately and with attention to detail whilst under pressure to meet deadlines.

You will have an active role in the provision of a transparent, knowledgeable and accountable service to the people of Shetland.

Relevant experience in development management and planning at local authority level would be an advantage in this role.

The postholder will be required to carry out the full range of day to day functions and duties in accordance with the legislative requirements and the Council’s statutory duties, policies and priorities, as directed.

Specific tasks of the Planning Officer – Development Management will be to:

  • Act as lead officer in seeking negotiated solutions to complex and contentious development issues to ensure compliance with national and Council policy. This requires cross-boundary working with senior officers from within the Council and the Council’s partner agencies together with the wider community. This will require an ability to weight facts and opinions presented through consultations.
  • Act as lead officer in respect of the following key performance areas:

- Validation (including checking and calculation of planning fees), processing and assessment and planning applications

- Verification of Notification of Completion Notices

- Property and solicitor enquiries o Management information system (development and reporting)

- Assessment of development in relation to Town and Country Planning (Scotland) Acts and the associated relevant planning and environmental Regulations

  • Contribute to the development of policy, strategy and procedure in relation to the application of the Town and Country Planning (Scotland) Acts, and associated relevant planning and environmental Regulations, at both national and local levels.

This post is career graded, salary and career progression will depend on the candidates experience and qualifications.
