Job Details


  • To identify the need for, commission and manage the preparation of robust and effective research and information to support decision-making on planning applications.




  • To ensure the council's legal requirements regarding the processing of planning decisions on Estates Regeneration applications are robustly adhered to.



    • To work closely with the Development Control Administration team and other council colleagues to ensure that all statutory processing of planning applications, including validation, public consultation, the decision-making process and other matters are communicated and carried out efficiently and effectively. To act as the lead contact for communications and advice whenever required.




    • In liaison with, and in support of planning officers, advising and negotiating with the applicants and other parties to secure solutions on issues of conflict within the planning application process.





  • To be responsible for organising community engagement relating to the management of Estates Regeneration planning applications, including organisation of the provision of technical support, , representing the Council at public meetings and at stakeholder meetings with key partners.




  • To develop effective working relationships with relevant national, regional, sub regional and local organisations/agencies in support of delivering planning decisions on the Estates Regeneration plans that are in line with the statutory planning policies and best practice guidance.




  • In liaison with, and in support of planning officers, advising and negotiating with the applicants and other parties to secure solutions to meeting identified deficiencies in planning submissions.
  • To demonstrate dealing with emotive issues, having strong negotiation skills, managing conflict, making and conveying difficult decisions due to the potential impact housing has on people's lives and on financial investments into Merton.
  • To take sole responsibility for representing the Council as expert witness on specific development management matters at public enquiries as required (e.g. planning appeals.) This process can be adversarial with robust cross-examination.

    Knowledge and skills

      • RTPI or qequivalent qualification
      • Educated to degree level on degree relating to planning, regeneration or similar area.
      • Up to date and demonstrable knowledge of statutory development management process for all types of schemes in England and Wales.
      • Demonstrable ability to appraise potential development sites and proposals, read plans and technical documents and identify main issues
      • Ability to listen and negotiate to resolve issues
      • Ability to write concisely and effectively
      • Ability to operate variety of computer applications
      • Demonstrable ability to present information to express in a logical way to justify an informed view
      • Ability to organise and prioritise own caseload to meet identified deadlines
      • Demonstrable ability to analyse and interpret very varied and highly complex information and develop thorough reports to enable robust planning decisions
      • Demonstrable ability to use highly developed communication skills to confidently present complex/sensitive information in an understandable way, adapting the style to a range of audiences.
      • Demonstrates the ability to deal with very high levels of work-related pressure, for example, from deadlines, interruptions or conflicting demands.
      • Demonstrate understanding of and commitment to equal opportunities and customer careExperience


      • Minimum 5 years Development Management experience, including managing major or significant planning application, and solely presenting significant proposals to Members at Planning Applications Committee and planning appeals.


    • Significant and demonstrable experience in developing partnership working with developers, agents and other stakeholders.
