Hours - 37.5 hours per week, however there is a requirement to work flexibly to achieve the service requirements  of the business

1. About the role

In 2009 Capita was appointed as partner to Breckland District Council to provide its Town Planning and Building Control service.  Our team, based in the Council’s offices in Dereham, provide the Council with the full range of planning policy, development management and building control services.  We also provide consultancy services to other councils and to the private sector, with access across the Capita Business to a full range of built environment consultancy support.

We are looking for a Director of Planning & Building Control to lead a team of 45 professionals in delivering the Planning and Building Control service to Breckland Council.  Exceeding our contracted performance targets, enhancing customer experience and motivating staff to deliver excellent service are top of the agenda.

3. What you will do

  • Direct Breckland Councils Planning and Building Control Service to meet the Councils spatial aspirations for the District
  • Effectively manage the business relationship with Breckland Council including Members and Senior Officers
  • Meet and exceed the service’s key performance indicators
  • Take full and final responsibility for client conflicts and objections and seeks to resolve these through the creation of ‘win-win’ solutions.
  • Lead the Capita Breckland team to develop a positive, profitable, customer focussed culture.
  • Ensure awareness of clients key business drivers so future business opportunities can be identified

4. Your experience will include:

  • Significant experience in planning, particularly development management, working within a busy team environment delivering a range of planning application and appeal casework
  • Management experience, ideally across more than one team – the successful post-holder will be leading a team of over 45 staff – in several teams of varying size and function
  • Significant public sector experience in a local authority town planning field – extensive experience of dealing with Members
  • Commercial acumen and the ability to increase the turnover of a commercial planning and building control service
  • Knowledge of various change management tool and techniques including their application
  • Strong project management with an ability to effect business improvement
