Lead highways Development management technical officer – Interim consultant – 12 months – high rate

The Highway Development Management Lead Officer is to offer expert advice in relation to growth across region. Responsible for assessing strategic development proposals, preparing technical and statutory consultation responses to the area and Planning Authorities within required timescales and providing high level professional highways and transportation advice to Planning Authorities, developers and other stakeholders relating to planned development across the region.

To provide statutory highway consultation response on strategic planning applications on behalf of the Council giving expert professional advice to planning authorities within statutory timescales to inform planning decisions.

To consider strategic planning proposals in accordance with highways and planning policy and advice to ensure that they comply.

To be the Council’s lead witness at  Public Inquiries, including the preparation of highway evidence and briefing legal representatives and appointed Barristers presenting the case.

To lead on complex agreements, including negotiations with developers, their clients and appointed professional agents through the planning process to secure appropriate financial and/or physical infrastructure improvements, services and initiatives from major development proposals.

To liaise with the Cabinet/Deputy Cabinet Member for Transport and local Members on strategic planning applications within the region
