Due to an internal promotion, our client is seeking an experienced Strategic Planning Manager for a three to six month contract.

Role Purpose

To lead on the implementation of the Council's planning policy framework and the implementation of strategic development proposals to meet the needs of the Council's region now and in the future.



Role Specific Responsibilities / Accountabilities
  • To be responsible for the preparation of the Local Plan Review and other policy documents, within the agreed timescale, including the Statement of Community involvement, the Annual Monitoring Report, relevant Supplementary Planning Documents and informal planning statements as necessary. This will include evidence to support the Local Plan Review and the production of the Community Infrastructure Levy Review for the District.
  • To co-ordinate the implementation of appropriate development projects arising from the provisions of the planning framework.


  • To lead the Council's negotiations with developers, their consultants, landowners, officers of the County Council and statutory bodies to ensure that development in the strategic locations comes forward and takes place in accordance with the requirements of the planning framework and to a clearly defined programme.
  • To lead the progression of the Local Plan Review through the relevant procedures, including the community involvement and examination processes
  • To lead the implementation of the Council's planning framework policies and proposals, through corporate working groups and community involvement/partnership working with stakeholders.


  • To be responsible for advice to the Council's Management Team/Cabinet and the relevant Cabinet Member advisory group on matters relating to the planning framework, planning applications, development or environment projects, new legislation/planning policy or such other planning issues as may be appropriate.
  • To represent the Council at examination hearings or appeal inquires/hearings and act as an expert witness at legal proceedings, as necessary.
  • To plan and co-ordinate the community involvement processes and mechanisms identified in the Statement of Community Involvement, including where necessary attending Parish Council or public meetings and exhibitions or focus groups.


  • To attend Council, Cabinet or advisory groups meetings etc as required as lead strategic planning professional to present reports, or advise/clarify matters relating to planning policy.
  • Responsible for liaison and consultation on matters relating to Strategic Planning services with other Departments within the Council, other Local Authorities and organisations including the Planning Inspectorate particularly in relation to the Duty to Co-operate in the preparation of the Local Plan Review.


Knowledge, Skills and Qualifications

Qualified Planner

Planning Policy experience

Experience in Community Involvement

Experience of managing a multi- disciplined team

Excellent project management skills

Excellent communication/presentation skills



This contract will run for three to six months and pay between £350 and £600/d limited. It will most likely fall within IR35.

Interviews will take place towards the end of August/early September.
