Senior Planning Enforcement Officer – End of Dec 2018 - £30-£40/Hour

One of the local authorities Vivid supply to in Surrey currently require a Senior Planning Enforcement Officer on a contract basis initially until end of December 2018. The hiring manager would like to interview and have a successful candidate start ASAP due to an increased workload and a permanent member of staff moving on. They can offer flexible working and a healthy hourly rate between £30-£40/hour.

The role involves investigating and resolving alleged breaches of planning control. To ensure that development is carried out in accordance with approved plans and that conditions imposed on planning permissions are complied with in order to secure compliance with the decisions of the planning authority. 

This could involve a wide range of investigations including: residential breaches, breaches of conditions, S215’s, rural breaches, adverts, mixed use developments and unauthorised development of listed buildings etc.  The role may involve drafting and serving enforcement notices however they have very few prosecutions and this would be done with the Legal team.

The role does not involve investigating gypsy & traveller encampments on public land.

RESPONSIBILITIES  

-To receive, log and investigate complaints where it is alleged that there has been a breach of planning control, including visiting the site and interviewing the appropriate parties.

-To monitor developments to ensure compliance with conditions imposed on planning permissions and planning obligations, including liaison with other Council services and interested authorities.

-To maintain a register (as required by Section 188 of the Town and Country Planning Act 1990) of enforcement notices and stop notices.

-To be responsible for preparing and serving notices under Section 330 of the Town and Country Planning Act 1990 (Requisition for Information).

-On the instruction of the Head of Development Management and with the approval of the Head of Legal Services, to prepare and serve:

  1. Enforcement notices, breach of condition notices, planning contravention notices, listed building enforcement notices, temporary stop notices and full stop notices;
  2. Waste land notices under Section 215 of the Town and Country Planning Act 1990;
  3. Notices requiring the discontinuance of the display of advertisements;
  4. Planning Contravention Notices and Breach of Condition Notices.

-To monitor the compliance dates of enforcement notices issued and gather the necessary evidence for prosecution and to attend and give evidence at the Magistrate’s Court.
