Salary: £27,358 to £30,756

Progression through the grades is dependent on the acquisition of knowledge/experience with a higher level of responsibility, and subject to job evaluation.

RESPONSIBLE TO: Development Manager

RESPONSIBLE FOR: Dealing with householder and other applications, notifications and general and pre-application enquiries, appeals and enforcement matters.

PURPOSE OF THE JOB: To assist in the provision of an efficient development management service registering and processing planning applications and dealing with associated general and pre-application enquiries, consultations, notifications, planning appeals and checking for compliance with planning permissions and assisting with other enforcement matters. 

HOURS OF WORK: 37 hour week, Monday to Friday, in accordance with the Council’s flexi-time system. You may be required to work outside normal office hours from time to time.

SPECIAL CONDITIONS: Whilst the duties and responsibilities justify it, the postholder is a nominated casual user for car allowance purposes and must hold a full current driving licence and have access to a vehicle.

PRINCIPAL ACTIVITIES: KEY TASKS

Planning and Other Applications

  • To process planning and other applications and consultations and notifications as allocated and assist senior officers in processing proposals for major development sites as required and to further personal development.
  • To prepare written reports for inclusion into Regulatory Board or other such Board Agendas.
  • In the absence of the Development Manager, or as required, attend and present applications to the Regulatory Board.           

Planning Appeals                       

  • To represent the Council at Hearings as necessary.
  • To prepare appeal statements and assist with proofs of evidence.

Enforcement                               

To monitor compliance with approved plans and planning conditions and assist in other enforcement matters and the preparation of Notices as required.

Liaison and Consultation         

  • To liaise as necessary with the public, other Council departments, other District Councils, the County Council, Government Departments and Non-Government Agencies.
  • To negotiate with householders, developers and planning agents in regard to planning applications and the implementation of development projects.
  • To deal with day to day enquiries and pre-application enquiries from the public and developers.

Policy

To assist, as required, in the formulation and review of planning policy in conjunction with the Planning Policy Section.

Administration & Registration 

  • To register and assist in registering planning applications and decisions and other planning related enquiries.
  • To assist with Land Charge and Section 106 and CIL related enquiries.
  • To assist with Regulatory Board presentations.

Technical Support

To use PC based word processing and GIS software.

To use PC based development management system (Idox Uniform and DMS and Exacom) and to input and extract information.

Professional Awareness           

  • To provide a good level of customer care to all stakeholders of the Section
  • To act in accordance with, and ensure that service delivery complies with, current regulations, accepted professional standards, the council’s policies and procedures and appropriate legislation (including legislation on equalities, health and safety and safeguarding children/vulnerable adults).
  • The particular duties and responsibilities attached to posts are, of necessity, in many cases difficult to define precisely and, as such, may vary from time to time without changing the general character of the duties or the level of responsibility of the post.
