RESPONSIBLE FOR: Assisting the Planning Policy Manager in supervising the work of the other members of the Planning Policy team.

PURPOSE OF THE JOB: To take a lead role in the preparation of an up-to-date land use planning framework for the Borough of Gosport and its effective implementation.

HOURS OF WORK: 37 hours per week, Monday to Friday; in accordance with the Council’s flexitime system.

You may be required to work outside normal office hours from time to time.

SPECIAL CONDITIONS The postholder is a casual car user for car allowance purposes.

PRINCIPAL ACTIVITIES: KEY TASKS

Managerial

To deputise for the Manager of Planning Policy.

To assist in the day to day management of the Section including the supervision of junior members of the team.

To organise and programme project work of the Section.

Professional

Plan Preparation

To undertake a review of the Borough-wide Local Plan.

To lead on evidence studies to support the Local Plan.

To prepare briefs for the appointment of consultants and to manage their contracts.

To appear at the examination in public of the Local Plan.

To prepare Supplementary Planning Documents.

To engage the community in plan preparation.

Information

To monitor the implementation of plan policies and proposals.

To organise and undertake research and data in key subject areas related to the section’s workload.

Developer Contributions

To prepare Community Infrastructure Levy documents.

Liaison & Consultation

To prepare reports for, and attend, Council Boards and Committees; and Steering and Working Groups

To liaise, provide information and advice on the Local Plan and other policy documents to:

  • other officers;
  • Members of the Council;
  • other organisations
  • developers;
  • the general public;
  • community groups.

To represent the Section at meetings and courses. 

Development Management

To respond to consultations from Development Management on planning applications.

To assist Development Management officers when negotiating with owners and developers on the implementation of major development schemes.

Other Activities

To provide planning policy and strategic support for corporate projects.

To contribute to the overall objectives of the Section as set out in the Council Plan.

Technical Support

To use PC based word processing and GIS software.

To use PC based planning software system (Idox Uniform and DMS and Exacom) to input and extract information.

Professional Awareness

To provide a good level of customer care to all stakeholders of the Council.

Health & Safety/Equal Opportunities/Safeguarding: To act in accordance with, and ensure that service delivery complies with, current regulations, accepted professional standards, the council’s policies and procedures and appropriate legislation (including legislation on equalities, health and safety and safeguarding children/vulnerable adults).
