RESPONSIBLE FOR: Providing Heritage Conservation and Urban Design advice on planning applications, consultations, pre-application enquiries, enforcement matters and planning policy documents, and assisting with the preparation of conservation area appraisals, policy documents and grant applications.

PURPOSE OF THE JOB: To assist in the provision of an efficient Conservation and Design service by commenting on a range of planning applications and dealing with general and pre-application enquiries, planning appeals, enforcement, policy documents and conservation area appraisals, conservation grant initiatives, and providing day to day advice on Heritage Conservation and Urban Design related matters.

HOURS OF WORK: 37 hour week, Monday to Friday, in accordance with the Council’s flexi-time system.

You may be required to work outside normal office hours from time to time.

SPECIAL CONDITIONS: The postholder is a nominated casual user for car allowance purposes, whilst the duties and responsibilities of the post justify this and must hold a full current driving licence and have a vehicle available.

PRINCIPAL ACTIVITIES: KEY TASKS

Professional 

Conservation & Design             

To assist the Conservation and Design Manager in the provision of technical advice to owners of Listed Buildings and other buildings of historic or architectural interest, on their proper conservation, maintenance and repair.

To assist the Conservation and Design Manager in the provision of technical advice on planning applications either involving or affecting Listed Buildings, or other buildings of architectural or historic interest, historic features and structures.

To assist the Conservation and Design Manager in the preparation and review of Conservation Area Appraisals and Management Plans: including assessing the potential for future designations and Article 4 Directions.

To assist in the updating of records relating to the Borough’s Heritage Assets and Buildings at Risk.

To provide conservation and design related policy input into the Local Plan, to include preparation and review of Supplementary Planning Documentation.

To assist with Listed Building enforcment work.

To assist with the management of the Borough’s Buildings at Risk Grant Budget and assist with the implementation of other potential heritage based grants.

To assist with the identification and protection of heritage assets in the Borough: in liaison with local interest groups and relevant statutory authorities.

To promote the Borough’s heritage: for example through the preparation of promotional and interpretative leaflets, and other advisory material.

To provide Urban Design advice on planning applications and other development proposals: particularly for development in or affecting conservation areas, heritage assets, or in prominent locations.

To provide advice to the public, developers, and the Council on Urban Design matters.

Planning and Other Applications

To assist in the processing of planning and other applications, notifications and consultations, and assist in overseeing implementation.

To prepare written reports for inclusion into relevant Boards.

To attend and present reports to relevant Boards. 

Planning Appeals                       

To assist the Conservation and Design Manager at Public and Local Inquiries and Hearings as necessary. 

To input into appeal statements and provide proofs of evidence.

Enforcement                               

To assist with the investigation of breaches of planning control with regard to heritage conservation and urban design matters, in conjunction with Development Management.

Liaison and Consultation           

To liaise as necessary with Members, the Public, other Council departments, other District Councils, the County Council, Government Departments and Non-Government Agencies.

To negotiate with developers with regard to the implementation of development projects.

To liaise with the County Archaeologist on the development of the Heritage Environment Record and on archaeological issues affecting the Borough.

To liaise with local amenity societies and residents associations with regard to heritage and urban design matters.

To assist with day to day general and pre-application enquiries from the public and developers.

Policy 

To assist as required in the formulation and review of planning policy in conjunction with the Planning Policy Section.

To assist with the preparation of urban design Supplementary Planning Documentation and other design input into the Local Plan.

To assist with the future development of policy (for example through design coding) in line with Government guidance.

Administration & Registration

To assist with the review and implementation of working procedures.

To assist with FOI enquiries.

Technical Support

To use PC based word processing and GIS software (GGP), Idox and Uniform.

Professional Awareness            

To provide a good level of customer care to all stakeholders of the Section.

To act in accordance with, and ensure that service delivery complies with, current regulations, accepted professional standards, the council’s policies and procedures and appropriate legislation (including legislation on equalities, health and safety and safeguarding children/vulnerable adults).
